HOUSE.
Mr. Dawes, from the committee on
ways and means, reported a bit abolishing
the offices of assessor and aasistint assessor
of internal revenue, and tramfrrlng their
duties to collectors and deputj collectors.
Alter the bill was read Mr. Dawes of
ferred an amendment fixing be time it
should go into operation on tbetst of July
He proceoded to explain the bil He said
that the law of tbe Cth of Jun, 1872, di
rected the commissioner or intrnal rev
enue to reduce, on or before thditof Jan
uary next, tho whole number ofcollection
districts to 80, and to diicbargiall collec.
ton and assessors except one 1 each of
thoso 80 districts. The bill nw propos
od, was a substitute for that provision, be.
cause it was evident that thn rduotlon of
collection districts to one-lhirdof the ex
isting numbar, would enlarge ae area of
them three-fold; and would, wth a dimin
ished number of officers, presot too great
a temptation to frauds upon pvenuo. By
passaro of this bill, the svings which
would bo effected over the 4an providod
by law In June last, wouli'bo $1,700,000,
and over tbe existing sysUn,300 ,000,
Mr. Myers of Ponnsylunia, called at
tention to the fact that this bill would
turn out of offlcn assessed, men who bad
tbe most administrative uperlonce in con
nection with internal re'entis, and retain
II the collectors. He thouglt the govern
ment should be authorized t) select men
from both classes of official, and there
fore he gave notice an ameidment which
be would offer, legislating jut of office the
assessors and collectors, aid providing for
tbe subsequently appointment of tew col
lectors. This, be said, would give the de
partment a chance to select its best offi
cials. Mr. Dawes moved the previous
question, under operation of wiich tho
amendments were agreed to, filing tbe
time for the bill to go into operation
July 1, 1873, and requiring the ctllectors
to give additional bonds for their new
duties, andjth bille passed. Adjourned
