Austin, in regard to the appropriation made by the Legislature for the aid of suf ferers by the late storms: "The Legislature having recently made a small appropriation to aid such need persons as are disabled from injuries re ceived during tbe terrible storms ef this winter, aad tne families or sueh persoas. as wall as the families of thoee who wer frosea to death, or have sinoe died in con-, sequence et injuries received daring said storms, (provided the circumstances of the family ere such aa to require aositMee), 1 desire fall aad accurate iulurauatioa of all oaves of the kind ia tke State to the endlieve that they may receive tbe aid that the State has provided far them, aad thus want and suffering be prevented. I was appointed to the office of school superintendent Octo ber let, 1872 therefore my observations in matters of public schools are rather limited. I have oonduoted the publio ex aminations of teaohere for the winter term as prescribed by law, butfinda great need for many mere good and competent teachers, aad far that want we may look tar the future te the Normal Soheal of 8k which will supply tat demand' ia a short time. I have visited a few of the schools, which gave entire satlsfaotloa, as well ia order, as practice of teaching. A great difficulty aeems to exist among many of the districts to raise ample means to se cure a good and competent teacher. Ton will eee by my report that ia some of the districts teaohere' wages are below $20 per month. These facta are discouraging to good teachers. I will endeavor to re-neighbour these faults, and induoe the trustees to raise ample means to compensate the at least from thirty to forty dol lars per month. A good many of the district olerks have made very deficient re ports, and I am sorry to say five of them not at ail. Tke most trouble exists with the distriot treasurers in furnishing correct accounts of the funds, aad the imperfeot of the daily registers, by many of the teaohers. Districts not reported were organized since last report. Some of the districts had no school last year for want of teachers. I am in hopes to make a more favorable report next year if in of fice." A library of ones own, is a treasure al most above prieo. No matter the number of books, let them be ones own, and it seems to make an entire change ia their character. When I go into a bookstore or other general repository of books, even though I may see works having the same name as those in my own library, the feel ings awakened by them are quite different. I am intimately acquainted with John Smith, who lives on my street, but I am not intimately acquainted with nil the John Smith's I may meet ia the world. I always feel like sayiag ••Good morning"tomy books, when I enter a pea the days work. We have entered upoa an intimate aeqenia taaoe. They are my dear Meads and I am theirs. I am bound to be theirs, for they hold ia their keeping many precious secrets and if they take a dislike to me tkey will not open their hearts to my in spection—aad in that case I would bo try ing to "make brioks without straw." I think I have notioed another thing that may be worth telling. When sometimes a drops in to "borrow" you know, just for a few days, my books seem to shrink back on the shelves and into the corners, the black onee look blacker than ever, the pink one turn purple, the sheep bound ones seem to say, ba-ba, and theeoBoerns gilt edges become suddenly dimmed. Hew strange it is that Mr. Borrower never sees the commotion and never takes the hint He is both deaf and blind just then. At such times my. sympathies are decidedly with my books. Some that I had the cruel ty to loan tumble down from the shelves and turning somersaults over the floor, show how little strangers soiled aad tore the leaves and left their inky finger marks in the wrong place while the bright and smiling backs, will smile no more forever. And these abused books pay me wall for such treatment they show their teeth whenever I 50 near them if I touch one of them, it cries out its baok looks sullen and its face shows sigus of weeping, till I am glad to put it up again. 1 have notioed another matter, when my neighbour looks *t this one aad then, at that, every move showing that he is amoagst strangers, my books seem te wink at me, as muoh as to say, humph! What does ho knew It seems to me sometimes aa if books tool in sulted. Not long since I took a learned gentleman into my library and do you be it the books sung out "how d'ye do Lets get acquainted 1" "lou eaa appreci ate us!" So he begaa to look at their names. At last*he took hold of oae that bears a saintly name, is in every good li brary aad should be read by every man, woman and ehild It was printed several hundred years ago: but it is like our friend Shakespeare, it will sever grew old. I asked him if he had read that "No." Oh if you had seen that book just then. It was black, then purple and crim son and at last blue with rage. "Never road me!" "never read me." It fairly jumped out of his hand to its place on the shelf. Add if you had heard the titter of derision that run from book to book and from shelf to shelf, you would have thought there was trouble a coming. The big books showed contempt for him in their looks, the little ones laughed out«right aud tha thin sided ones set up such a jabber that I could not hear what they were saying. They all seemed relieved when he went away. I have tried sometimes to learn the secret history ef some ef these, my petaeaal friends. But I find it is not a paying business. They have many secrets which it is their purpose te tell to any who .will listen patiently, end to tell them, is -taw joy of their life, but hew they same into the world, where aad hew they found their secrets, they do aot care to toll. They are opea-aearted aad generous so long as you treat them well, and there is no end to their communicativeness so long as you listen with a teachable mind. But if you pretend to greater knowledge than yon really posses, it ia wonderful how quiokly they will find you out and then they will tell you nothing more.
