The President has approved of the act concerning the withdrawal of goods from bonded warehouses. Robert Dale Owen appeared before the House and the Committee on Foreign Affairs, yesterday, and argued in favor of a proposition to guarantee interest on $50,000,000 of Mexican bonds. He dis claimed all connection with the govern ment of Mexico in regard to this matter, but believed it was the duty of the Uni ted States to assist a neighbor Republic which was struggling for its existence against the machinations of despotism. . Neat Hoax. A hoax of singular neatness has been perpetrated by the Chilians. A New ork dispatch says : An amusing account of a hoax prac ticed upon the Spanish authorities here a few davs since with t.e connivance of the Chilian envoy in this city, is pub lished. A letter purporting to be inten ded for tbe Chilian minister at noenos Ayrps and bearing an imitation of Senor B. Vienna Murcenas' signature was dropped in the street at a point where two Spanish spies were passing. They picked up the letter concerning the movements of imaginary Chilian pri vateers. It solves the mystery of the sudden departure of two Spanish war vessels, the Oorman and the Isabella Catalica from this port The expense to the Spanish Government of tbe fool's errand upon which these vessels were dispatched, owing to the ruse played by the Chilian envoy, is estimated at thirty thousand dollars. Cuba. Recent advices from Cuba say : Con siderable excitement is created among planters by the publication of a decree ordering the delivery to tbe authorities of all emancipated negroes captured by Blave expeditions, now at work on differ ent plantations, it being supposed that the design was to send them back te Africa. It is reported that Cuba is to be di vided into three distinct districts, each to have a civil governor. The Captain General has been author ized to make postal arrangements with the Government of this country. A Protest The London Times publishes a letter signed J. II. Livingstone, in which the writer asks leave as an American, to protest emphatically against the oration delivered in Washington, on Lincoln, by Mr. Bancroft. Mr. L. says he never felt more ashamed than be did upon reading that oration. He declares it was a dis grace to Mr. Bancroft, who desecrated the occasion by a speech, and to those Americans who became accomplices by listening to it.
