The number of dele gates that is to compose this body has been agreed opon and fixed at seventy five.. Tbetim for holding, the election of said delegates is the third Saturday in f December, which is the 18th dsy of the month. The appointed for the as sembling of theeedelcgatesbasbeen des i igqaled the seeood Monday in Jann ary, 1870, which will be on the 10th day of said month. The delegation has been apportioned according to representation in the lower branch of oor legislature ; that is,' each county will be entitled to a number of delegates in proportion to 1 the amount , of representation in the House, i Tber, according to the law, - 8helby county will be entitled to two, and a voice in the eleolion of the dele- ' gate from the flotorial district, toakirg three in all. The time is quite short i before the election comes off, and being an, It lequires quick, action on the part of our people. Let os now select men for this Convention that will be a credit : to the State men of learning and ability. ' Availability should not be our only aim , in a choice of delegates, but talent and vir 1 toe sboald recommend themselves to our " favorable notice. The matter of making the fundamental law, known as the Con stitution, will require men of experience, "with a perfect familiarity with cur system of government, and a knowledge, too, of the science of government generally. We want men in this convention who have lived long enough to have seen some of the workings of our Stale laws, and who can readily perceive the changes neces sary to create harmony and prevent dis cord in our society. We don't require ny more experimenting, or popular ising, or dfemegoguirg. What the country demands is a peaceable system of govern mentfounded on lb experience of our learned men, with the necessary chaogea that have been forced npon ns by the bayonet. Our knowledge of government teaches ns that no system is worth a baa bee unless it has been proven V experi ence to meet the requirements of the people. The common law of Ejg'end and of Americals not legislative enact ments of the popnlar will, but the long - experience of egee. So with the funda mental law of our State. It sbonld be the experience of wise men of this Gov ernment who have lived to see it tried in detail, and know its defects if any should exist. If, for example, we had such body of men constituting the Convention in this S ate as assembled in 1829 to re vise tba constitution of Virginia, then we might feel at cure in their wisdom, as well - as being prrud of the men representing i. Among the distinguished members that comprised the Virginia C invention referred to above, were James Madison, James Monroe, John Marshall, John Ty ler, Bat jemiu Watkios Liigh, William B. Giles, GH)rge C- Dromgoole, Chap man Johnson, William Smith, Phillip Nicholas, John W.Jones, JohhT. Mason, John Rmdoiph, Phillip P. Btrbour, Alexander Campbell, Phillip Doddrige, Charles Fenton Mercer, ' John Bane, Littleteo Waller Trtwell and Abel P. Upsbear. This, convention was com posed of ninety-six members, a large ma jority of whom were the most distin guished men of the nation. The number vu not then regarded as too large and expensive, hut oar Legislature was loath to allow the per pie the small number of seventy-five, for reasons kept within their . own bosoms. . This number, however, will '.enable the pecp'e of the S'ate to meet in - convention, and trannact what is needed for a ermplete reformation ef the Slate from the foul, political touch of Radical ism.
