A dispatch slates that the debts of thecompany amount to about 77'J,6(JO, and that the assets aro only worth $40,000. If its conductors had spent leu time iff trying to place Tennes' see and other Southern States in the light of repudiating pnblio debts, they might have had more time nnd succeeded bet ter at paying their own private debts. Tho Graphic has been the organ and sewer system of the riqgs and speculators about New York who desired to heap their flllhy, spiteful unathamas on the people of Tennessee, Nothing too mean could be written for that paper. But if it can be shown that he hinted at the existence or survival of any State's rights it will settle him in the Chicago convention, especially Southern representation is not cut down, For it is to be remembered that Southern Republicans do not believe in the heresy of State sovereignty even in the fifth de gree, and that they are about as numerous in a national convention as all the North. Possibly the President had read the con stitution of the United States in which the plural form occurs; if so, he is onsiderably ahead of most of his party outside of a few lawyers and Congressmen. The lay members for the last ten or fif teen years have bean content to read the post bcllum amendments and not go backwards. Their party notions are strong enough if they could prevail to break down the well established rules of grammar as well as wipe out State lines and have the country ruled by United Statea Marshals.
