A Bill may be introduced in either House, it must pass that body three times, and then be transmitted to the other House, when it under goes the samo process. It is then turned over to the Governor. The tax assessor comes alonr, and what does he do? lie writes down the name of the lane owner and taxes him nine dollars The renter who owns an equa amount of valuable proparty, goes scot-free and does not pay one cent It does not require any argument to prove tliat tbis system is wrong. It WW ig unjust to the owner of real estate has a tendency to discourage men from purchasing land and to depre- ciMa the value of the real estate of the country. Evidently every species of property should be taxed equally so that every citizen of the State should be required to bear an equal burden. The bolder of JJonds or the owner of money or other personalty 6bould not ba allowed to enjoy the protection of laws while the land holder is taxed exclusively for the imrnosc of raisins a fund for the a. a w proper enforcement of tba laws and the preservation of peace. All should be taxed alike. If the Sate debt should be settled at Gfty cents in the dollar, then the amount required to meet the interest on the new bonds will be between seven and eight hundred thousand dollars per annum. Tbi9 is too great a burden to place on the land owners in addition to what they are already carrying. It would come nigh distroying the value of all the farms in the State. So that, we think, as. soon as the Legislature passes the fifty cent, act, or any other act requiring the raising of a large amount of money annually to pay i merest, it should at the same time pass an act calling a Constitu tional Convention for the purpose f amending our State Constitution and making that instrument subser vient to the demands of public jus tice. The truth u our Coustitution need amendment and changing in numerous particulars, and now Is a good Li iu e to have a convention to change the pjefont one or to make a new one wetfe in harmony with the feelings and necessitied of the peo evil from our land, but we intend to keep our head cool, and be sure we are right before we make a general charge on the fortified position of the euemy. The drinking of intoxicating liq uors is the great overshadowing evil of our time and race. It is doing more nana in the world than war, pestilence and famine. It is an evil so deeply rooted iu the human appe tite that no half-way measures will eradicate it. Public opinion must (irst lie educated to believe that dram drinking is a sin before any law can be enforced prohibiting the sale or use of liquor. In conclusion, upon this matter, for we do uot propose to follow it further, wc are very sorry that our friend and correspondent is so very sorr' for us. We are not half 60 much opposed to a temperance re form as he seems to think. Ve re alize the strength and power and universal influence of the Giant In temperance, and we don t want to strike nun until we get "good ready," until we get the enlightened conscience of the great mass of th people on our side, and then we wil hit him a blow that wil tell. If the temperance people of Tennessee ahoot at the Giant with this Loca Option gun they will miss their aim and at the same time the gun wil kick btck and may hurt them worse than they will hurt the Giant.
