R. N. Sims will leave next Monday for Havana, Cuba, where he goes in the interest of the Rice Association of America and the Texas and Louisi ana Rice Millers and Distributors' Association with the object of urging the passage of a bill before the Cuban congress providing for the admission of American rice into the island under a reduced tariff. Mr. Sims made a previous visit to the Cuban capital some time ago with a similar pur pose in view, having remained in Havana from the beginning of January to the middle of March. He was ac companied byC. C. Duson, of Crowley, and although action on the rice bill was deferred by reason of the adjourn ment of congress, the gentlemen were quite confident that if the measure had been brought to a vote it would have been passed by a handsome majority. Mr. Sims is probably better versed in the conditions and needs of the Louisiana and Texas rice industry than any other man in either state, and the associa tions which have secured him to rep resent them in the vital matter of Cu ban legislation governing rice imports into that country could have made no better or wiser choice. Mr. Sims has been granted a leave of absence for sixty days from his duties as a mem ber of the board of control of the Louisiana state penitentiary, in order that he might be at liberty to devote as much time as is necessary for the ac complishment of the purpose which is taking him to Cuba.
