Havana, Dec. .4. Captain-General
Jouvellar telegraphed to the Madrid gov
ernment to night to the following effect :
"The Madrid government peremptorily
orders the Captain-General to deliver up
the Virginius. Gen. Jouvellar respectfully
resigns his position and demands that an
other person tie sent to take his place who
can carry out the orders of the government
Considering the excited state ot public
opinion and the impossibility of overcom
ing the difficulties. Gen. Jouvellar submit.
that the manifest was prepared for delay,
during which an opportunity would be giv
en for reflection, and time gained to allay
the fiery and patriotic spirit ot the great
natiiiuai party in Cuba, but strong orders
'rout Madrid immediately to lie executed
I deprive him of this resource through
I which he hoped to save the upholding ot
the authority and interests ot the country.
In order that the Madrid novernuient
may comprehend the difficulties of the
situation and do justice to the ardor aud
perseverance with which he began his
labors, which had already begun to pro
duce fruit. The Captain-General describes
the situation ou the islaud. He declares
that the impression produced by the
news ot the arraugement which has been
completed between Spain and tiie United
States can be compared with that pro
duced in Spain by the treaty of Bayoune
which led t the war of independence
against Nap ileon. He begs to assure the
government that the immediate delivery
of the Virginius will instantaneously cause
a frightful commotion on tne tsiana, wnieu
would be sure to result in successive catas
trophies, even if a man of the highest abil
ity should be in command here.
