O, La, si of t notice: of spécial ELECTION Notice is hereby given that at a special meeting of the Board of Supervisors of Road District No. 2 of the Parish of St. Charles, held on Wednesday, February 14th, 1917, the following ordinance was unaniinouslv adopted: j ,, Be it ordained by the Board of Super- \ h visors of Roard District No. 2 of the Parish of St. Charles that a special elec- , tion is hereby called and ordered to he held in Road District No. 2 of the Parish of St. Charles on Tuesday, the 27th day of March, 1917, between the hours of I * seven o'clock a. m. and five o'cbvk p.m p Be it further ordained, etc., That at r the said special election there shall be submitted to the tax paying electors qualified to vote under the constitution , and laws of this State a proposition to j determine whether or not it is the sense of the said electors to authorise the Board of Supervisors of Road District No. 2 of the Parish of St. Charles to incur an in- . dehtedness of Seventy thousand ( j/O,-p 000) Dollars, and to issue and sell nego- • tiable semi-annual interest bearing cou- i • pon bonds Evidencing ih r said indebted- j ness, the said amount being less than ; ten per cent, of the assessed valuation of • the property within the said Road Dis trict No. 2 of the Parish of St. Charles; the said bonds to bear interest at the rate of five per cent, per annum, payable semi-annualy, and this interest and prin cipal to be payable in such amount and at such time as the Board of Supervisors may determine, the whole issue to be paid within the space of forty years from the date of the bonds, an<P both principal and interest to be secured and paid by sufficient tax levied and collected each year in accordance with the provi sions of Article 281 of the Constitutk>n|of the State of Louisiana The said indebtedness and the pro ceeds of the sale of said bonds at not less _ than par to be issued in constructing, ! improving and maintaining the public roads and highways in Road District No. 2 of the Parish ot 3t. Charles Be it further ordained, etc., That a notice of this special election be duly ad vertised for thirty days in the St. Charles Herald, the official journal of the Parish of St. Charles, the said notice of electiosi to embrace substantially all things above set forth, and further that this Board of Supervitors of Road District No. 2 meet in open session at the District Court House at Hahtiville, Louisina, at twelve o'clock, noon, on Wednesday, the 28th day of March, 1917, and then and there proceed to open the .ballot box and ex amine and count the ^ballots in number and amount, and to make returns as to the result of the election Be it further ordained, etc.. That the President of dte Board of Supervisors be and he is hereby authorized and empow ered to have the necessary ballots print ed for the said election, which said bal lots sh< 1 contain the foregoing proposi tion, and shall be drawn up in accordance with law and the provisions of this ordi nance. On the occasion of the present tour the following schools were visited Moberly: This school is located in a saw mill community . and the building has been c^nsttuct-d since the previous inspection. It contains one classroom .c oakrooms gallery, is properly lighted, the in tenor has an oil finish but the ex- h terior has not yet been painted. It is substantially constructed and when painted w I! present an at tractive*ppearance. One excel'ent of it-« finish is ,the screening of windows and doors against flies & mosquitoes This building replaces one of the poorest of the parish & was built without cost to the par-** »sh by the Cutnmings-Moberly Lumber Compa-y. Its cquipnv nt consists of smgle patent de.^ks, an excellent teacher's desk, recitation benches, good composition black board, a case of eight maps, an ex cellent bookcase and a small libra ry, a primary table and kindergar ten Cbairs, adjustable shades, and a-flag The small site of one-half acre is well fenced but otherwise unimproved, water is supplied by a covered cistern, children using \ iind vidwal cups at the faucet The | i two deep-pit toilets are maintain in good condition. Owing to • the p-tvalence of measles in the com munity theie were only sixteen of (he twenty-five enrolled present, re; reseming six grades, two above the fifth. The work is weil organ ized and the teaching is good Tests in reading and arithmetic gave results fuily -u; to the averag. The session is eight months. The teacher is a graduate 01 the New Orleans Normal Fastiioo: This ts a box school house measuring about thirty by thirty-six-with windows 0:1 oppo site sides, whitewashed inside and out ceiled overhead only. A five foot curtain divides the room into two classrooms. The equipment comprises both single adjustable aud double patent desks, home made lecitatation seats, composi tion blackboard, a good globe, teachers' ;desks. a history and geography, two wall maps, two cases and a small supply of books a sand table, half-sash curtains, a reading, chatt, and a piano. Single adjustable desks, a dictionary,and shades have been ordered for the school. The half acre site is fenced A covered cistern supplies water, chi dren using -individual cups at the faucet.
