Offk of Court. 4 5 1 1 5 2 4 2 4 2 4 4 2 U 4 5 1 2 4 2 1 1 1 4 1 2 1 2 2 3 s c in NOTICE OF SPECIAL ELECTION Notice is hereby given that at a special meeting of the Board of Supervisors of Road District No. 2 of the Parish of St. Charles, held on Wednesday, February 14th, 1917, the following ordinance was unanimously adopted: Be it ordained by the Board of Super visors of Roard District No. 2 of the Parish of St. Charles that a special elec tion is hereby called and ordered to be held in Road District No. 2 of the Parish of St. Charles on Tuesday, the 27th day of March, 1917, between the hours of seven o'clock a. m. and five o'clock p.m Be it further ordained, etc., That at the said special election there shall be submitted to the tax paying electors qualified to vote under tne constitution and laws of this State a proposition to determine whether or not it is the sense of the said electors to authorize the Board of Supervisors of Road District No. 2 of the Pariah of St. Charles to incur an in debtedness of Seventy thousand ($70, 000) Dollars, and to issue and sell nego tiable semi-annual interest bearing cou pon bonds Evidencing the said indebted ness, the said amount being less than ten per cent, of the assessed valuation of the property within the said Road Dis trict No. 2 of the Parish of St. Charles; the said bonds to bear interest at the rate of five per cent, per annum, payable semi-annualy, and the interest and prin cipal to be payable in snch amount and at such time as the Board of Supervisors may determine, the whole issue to be paid within the space of forty years from the date of the bonds, and both principal and interest to be secured and paid by sufficient tax levied and collected each year in accordance with the provi sions of Article 281 of the Constiturion|of the State of Louisiana The said indebtedness and the pro ceeds of the sale of said bonds at not less than par to be issued *n constructing, improving and maintaining the public roads and highways in Road District No. 2 of the Parish of St. Charles Be it farther ordained, etc.. That a notice of this special election be duly ad vertised for thirty days in the St. Charles Herald, the official journal of the Parish of St. Charles, the said notice of election to embrace substantially all things above set forth, and further that this Board of Supervisors of Road District No. 2 meet t in open session at the District Court } House at Hahnville, Umisina, at twelve o'clock, noon, on Wednesday, the 28th day of March, 1917, and then and there proceed to open the ballot box and ex amine and count the Jbalkrts in number and amount, and to make returns as to the result of the election Be it farther ordained, etc.. That the President of the Board of Supervisors be and he is hereby authorized and empow ered to have the necessary ballots print ed for the said election, which said bal lots shall con tain the tangoing proposi tion, and shall be drawn up in accordance with law and the provisions at this ordi nance. He shall provide ballot boxes and and the necessary blanks for tellers, sheets, etc. Be it farther ordained, etc., That the Clerk at Court and Ex-Officio Registrar of voters shall famish the election offi cers hereinafter named with a list of the tax payers entitled to vote in person or by proxy at the said election, together with the valuation of each of the tax pay er s' property as shown by the assiss ent roll last made Be it further ordained, etc.. That the District Court House located within Road District No. 2 is h er e by designated and j 1 determined upon as the polling place for said election, and the following persons are hereby instructed and empowered to acts* the said election: U. Brown (Continued from last issue) Des Allemands: This is a long three-room building ol chrap con s truction, unsatisfactory in most respects for teaching put poses. The equipment is rather scant, no additions have been made since the former visit. The half-acre site is very low and poorly drain ed. The water supply and drink ing arrangements are similar to those foudd at other schools al ieady visited. The three deep-pit toilets are weli built and given c use attention. Owing largely to the dis«gr«rftoie weather there were only eighty-four of the 1*7 enrolled in eight grades present, in charge of three teachers. Third grade pupds were so much below standard in reading skdilbut fifth giade arithmetic pupils weie fully up to average in accuracy & speed. We recommended more time for reading and greater effort o teach French speaking children the correct pronounciatioa and,use of English The physical condition at this school are very inferior and aeriousiy handicap teachers and pupils in their work Ptradis: This is a large building^of four rooms, substantially construe ted and occupied by two teachers in charge of an enrollment of fifty two children of whom only thirty— e £ht were present, the absences being caused largely by inclement weather. Deep-pit toilets have been constructed since the former inspe tion. Otherwise there has been no change worthy of note. Our visit was brief at this place & hence Utile woik was observed. Our impression is, however, that in most respects the school is in good condition.
