Jym mu ia; virgin Tan. THTKSDAY MOKMNG_DEC. 14, 1864. A Pictur* of the Staunton Convention. It may be supposed that at least democratic papers have not exaggerated the scenes of dis order, confusion and wrangling that occurred in this body, ami the boisterous ami violent wav« s that broke across it—distracting, convulsing, and rendering it anything but "harmonio is." And, taking their own account of it, the t ,invention was a perfect bedlam, “where c.nfusion was worse confounded,” disorder reigned supreme, and into which harmonv never fur once entered. Hy tho way, thin want of harmony is nl>out a* visible in tho ranks c»F tho faithful now as it was in tho convoutioti, which is ominous of a most awful defeat awaiting *rw renr^ntte ticket on tho election dnv. The following “picture” if from tho Valley Democrat: *• The proceeding* reminded u« very much of the doing* of Tammany Hall, or some rowdr as semblies. The convention was “confusion worse ootifounded,” ami “Al! that tin* ifevfj ttuu J do, o i in ►Inik m <1— Wm* Imrr l«*i i*•*!*•<•' In vain the President rapped ami called to or der, but no power could check the bubbling, buz ruing and racket!. Kvery man felt enthusiaftic, and was full of valorous vapouring*, bombastic exclamation* and thundering execration*. Kvery now ami hen. ngnscoeti* orator would explode, which n minded us of the discharge of a pop gun; and the «cene that followed could h« lik« ned \ery much t<- u dog tight, or the wooling of ten thou sand tom-cats in a garret. It was truly n raging of the < lenient*, and di-cord and di.-sctnumi reigned triumphant. We hope never to witness again such scene* in a democratic convention Speaki rs gave vent to the most hitter and acri monious feeling, and the ('onvolition shouting and bhuxaing like a pack of hungry wolvr* iu juirsu t of their prey “Ti;p storm howl'd umdlv o*er the si a, And cloud* their thunder anthems sang, And billow*, rolling fearfully, In concert with the whirlwind rang.” Relief Meeting A meeting of the citizen* of Lynchburg wns hold in the Methodist P Chureh. on Tuosdsy night, for the purpose of devising menus for the relief of the poor of the city. The t ’ahinet of Vicuna positively refused ! to contract any such engagement, the effect of which must have been to tie her down to ’hi* sys tem of neutrality by the mere acceptance ofecr t tin general proportions by Russia. I lie tenor of the four propositions contained in M. Drouvti de Limy’s note of the Hth of Au t was necessarily indefinite, for, although they established the leading principles for which tin V estern Powers are contending, they did not iti fine the application of those principles.— That, it. was felt, could only be done by the prac tical result* of the war. The conditions are therefore opo;i to great latitude of interpretation on both sides, and, moreover, it was expressly provided by Pram •* and England, and by Austria herself, that they wi-re in no respect to he ta ken us a bar to any further claims or stipulations arising out of the progress*.f hostilities. They contained, in fact, the minimum of concession, without which no negotiation could !»«• opened, but they left a wide margin for the circumstan ces and considerations which could not fail to arise iti the present agitated condition of the East of Europe. If, therefore, this communica tion was regurded *»r repioented at Vienna as the basis o| any tangible negotiations for peace, we should be led to infer that tin* Austrian Ministers were, after all, only waiting f»r som** specious pretext to prolong their neutrality at the expense of tin* great, interests of Europe. If, on the con trary, Austria is resolved to persevere in the course of p diey she has professed to pursue, this attempt of Russia to entice ami amuse her with fresh negotiations will only accelerate her d ter miiiutioii. In i it her case, the decision of Austria on such u point can in no wav affect thccour.se of the hilligereiit Rowers.
