' From this showing It appears that from a majority of 97 out of 2 members in Congress, the Re publicans are reduced to a minority of at least 23 ; a most complete and astounding revolution I Although this reaction from the rule of vio lence, of corruption and tyranny, Wlih which party leaders had tinc tured the politics and government of the country, under cover of the excited publlo feeling and conse quent demoralisation subsequent to the war, has bet:: long and anx iously looked for, It Is none the less astounding In Its extent. At Iat aroused to s realization of the growth of wrouf and ras cality out of these departures from the reriiWl laws and the Constitution, an effort was made by the bct and inofct lionet uicu of the North to check tho domi nant party. But buoyed up ami sustained by the Administration, the party leaders set st naught this effort of Horace Greeley, Schurs, Sumner and their ansocl atcs, and the reign of rascality flourished auew and unchecked. Hope of the people and of Repub lican Institutions appeared dead. Then, as a last resort, and not withstanding their hatred of the very uame of Democracy, and love for that of Republican, after this vaiu effort to purify and restore the Government within that party, the true, honest and liberty-loving people of the North turned to tho Democratic standard as a nucleus, and organised a mighty and all powerful host ; which has swept over the laud, with its concentra ted energies carrying all before it. has reached tho Capitol, aud de scended upon tho astounded and dismayed Administration like a cloud-burst! We observe by posters to that effect, that a meeting of tax payers Is called in Greenville, on Monday, the 10th instant; to consider the existing oppressive rste of taxes, This matter of taxation has un questionably reached sueh a stage as to demand some effectual and speedy relief; and if it is not affor ded by tho constituted authorities, it is but natural and proper that the terribly oppressed tax payor should endeavor to cure the wrongs himself. Plantations assessed at $20,000 throughout the county, have to produce a tax of from $.1000 to $1000. Planters with whom we have con versed on this subject, any this eau be bomo no longer. Our article of threo weeks since, detailing the matter pt taxes, and setting forth the ratio of existing taxation with the past, has caused considerable thought nnd comment. We endeavored to close that article hopefully; by reference to the fuel that next year would bo the Inst In which we would be burthened by the cotton and tcu cents per acre land tax; but we nro answered, that " wo absolutely require pres ent relief; " or we must succumb. We hope that this meeting will bo largely attended, and that some plan of rollef may be digested ; It Is certainly an occasion calling for prudent and discreet counsel. BOLIVAR COUNTY. At its regular sesslou on last Tuesday night, the Council consid ered the embarrassed condition of our town financial affairs, and en deavored to arrive at some sort of arrangemeut with holders of town certificates of Indebtedness for withholding a certain amouut of scrip from the market for the pres ent ; but no agreement was arrived at. We suppose, however, that some such arrangement will be ef fected, as a substitute ol the " fun ding project," which meets with llt.'Ie favor. Expenses were mate rially out down, by discharging the police force. Upon reflection, we are fain to believe that It was a mistake in the Council ever to charge l!eeir with tho maintenance of this force; Inasmuch as the coun.ty magis trates have entire Jurisdiction iu administering its regulations and provisions for the preservation of order and tho punishment of viola tions of ordinances. There are three of these ' magistrates' courts In towu ; each of whloh employs con stables and bailiffs, to whom can be remitted the duty of arrests and execution of process at least as effectually as has obtained heretofore. ifirRobeit Fulton, the irrcnt in ventor of Bttani navigation tried to convince the great Napoleon that with his wonderful discovery he could drive the English from the seas and be as invlnclblo on water as on land, but Napoleon doubted the value of steam and lost his empire. But Fulton's grandson, G. A. Fulton, hus con vinced the people of Washington county that he Is one of the best blacksmiths that ever hammered Iron. As a blacksmith Vulcan was a baby to Fulton.
