WasbiDston, Nov. 10.--The Demo cratic victory in Ohio is so far-reaching in it results that there is much of natioual ioterest in it, aside from the merely local feature. There U no doubt that the newly elected Legisla ture will promptly redutnct the State. If this w done, ana tnere are no mate rial change in the other States, the Kepuolicans will not have a majority in the Fifty-second Congress. Utno has been subject to so many gem ui alt ers that it u easy to calculate just about what change will be made in view of the fact that the Democrats ill have a pretty fair working majori ty in both branches. It u presumed that the next congressional delegation from Chio will stand fourteen or fif teen Democrats to six or seven Repub lican. It has been demonstrated that arrangement of counties can be made to produce thit result. An in teresting feature it that the most dis tinguished Republican Congressmen frem the Buckeye State are in the neatest danger of being placed in Democratic districts, where they could not pull through. By the shining or four or five wards along the river front In Cincinuati the first district could be made hopelessly Democratic. Such a redistricting in Cincinnati would retire Majer Butterworth, but the effect of the change would be to make the second district more reliably Republican than it now is. Another distinguished gentleman whose congressional career may be In terruDted is Malor McKiuley. By the exchange of a couuty or two the dis trict he now represents coum easily ne made Democratic lie might have a fighting chance, but if it is possible it believed that district win De maue solidly Democratic. The Influence of the naiioual leaders of the Democratic party, who are pledged to tariff reform, will doubtless be used t secure the re tirement of Major McKiuley by this means, at be is the leading exponent in the Republican party of the doc trine cf high protection. It is not improbable that tbit will be done, even if chance are to be taken on adjacent Democratic districts. Already this bat been used by other candidates for the speakership as an argument against the candidacy of Major McKlnleyfor that position. In the Incoming Congress the Re publicans have fifteen and the Demo crats only tlx members lrom Ohio) Such a use of power at that above suggested it by no meant to be com mended, but In Ohio and Indiana it teems to havo become the accepted custem. Henry Clay, than whom no truer patriot ever honored the name of American statesmanship, foresaw, among the danger to arise from the successful torraiuatlon of the Mexican war, the very evlit which new artllot the land. At far as we have got, Mr. Clay't prophetic vision soems measur ably clear, lie tald in 1847: "That we shall drive Mexico to the wall there cannot be a doubt. We will avail ourselves of the conqueror's right to indemulty for the expenses of the war. She has nothing to pay wita but territory. Ave shall dispossess her of at least third, perhaps the half of her domain ; thit will open the ques tion of slavory again aud bow it is to be tottled, God only knows. Fer my self, I toe no peaceful tolution of tho question. The north and the south are equally fanatical upon the subject, aud the ditHcultics of adjustment are augmenting every day. You will agree With me that tho Institution violates tho sentlmeut of the civilized world, But what is to be dono with the no gro ? You cannot make a citizon of him and clothe him with political power. This would lead rapidly to war ef races ; and, of consequence, to the extinction of the negro. lie will not labor without compulsion, and very soon the country would be filled with brigands; the peniteutiarics would not hold the convicts ; and the public security would ultimately de mand that they thou id be sent from the country.
