troops were dispatched this morning to tlie
Kow Loon frontier, with the object of
baxring armed refiigees, either r.b.is or

The rebels are reported to be 3,000 strong,
thirty miles north of ihe British frontier.
A thousand of Axfaural Ho's troops are
in pursuit of them, whiie two thousand

Pink Alley Mr. Bailey drew his revolver

aid Oflicer Bailey. The chase was an ex
citing- one. I'ierce climbed a fence and
hid in the basement of niman's grocery
store, which fronts on Sixth Street. The
offlcers, with their weapons ready for use,
entered the place and with the aid of
matc'nes riiscovercd the negro crouching
in a corner.
Pierce was dragged out of the basement
and taken to the station-house, where hc
was locked up on the charge of house
breaking and lareeny. Detecfives Gibson
and Wren have b?en looking for him iov
several days.
Policeman Bailey saw him in Welnstein"s
.pawnshop, on Sixth Street. about 6:15
o'clock yesterday afternoon and ot once
pl3ced him under arrest. The negro is
a burly fe'.low and is not well-known to
the Richmond police.

batch was laid over until next Tuesday
evening, when it wiil be taken up at a
special meeting.
Not ihe least important matter. so far
as the public is concerned, to be considered
at that time wili be the resolution relatiye
to a general transfer system between the
two companies. The committeemen had
hoped that the companies might settle
this imestion among themselves. but they
have .-j far failed to reach an argument
and are as wide apart as ever. lt is un
derstood that the Street Committee wiil
require arbitrators to be appointed by the
companies to anange ihe terms on which
transfers wiil be issued.
There is another street car matter that
is of great interest to the Kichmond pat
rons of the street car lines. Jt is the
probabiiiiy that within the next few
weeks the liiehmond Passenger and Power
Company wiil be selling tickets on its
Main Street line, the trunk-line of the
system, at three and one-third cents
each; or three for ten cents. The counsei
of the company have been directed to pre
pare a resolution to this effeet, and it is
said in a most rehab'.e and authentie
quarter lhat the same wili in all proba
biiity be adopted by the Board of Diree?
tors ot' the company when it mec-ts to
day. The object is to do away with cash
fares as far as practienb'e. Where a pas?
senger desires a transfer, he wiil have to
pay five cents.
RAILWAY MATTERS LAID OVER.

hen, Burton. Gibson, King, Pollock.
W.Iy. Glenn, Lawder, Mills and Peters
being preseiit. As soon as the roll had
been called Mr. Pollock moved that the
regular order of business be suspended,
and that the street railroad ordlnances
and resolutions be taken up. 'nasmuch as
a numher of the gentlemen interestcd in
these questions were present. This Was
agreed to, and the committee decided to
meet next Tuesday afternoon to consider
these papers. this time being aceepuible
to counsel for both of the companies in?
terestcd.
A number of aliegations for street and
alley improvements were heard. and the
Counci! was urged to order ihe work in
each case.
TKASH-BCN MATTER.
The report of the committee on the trasii
box matter came back irom the Council
for further conslderation. .Mr. Mitchell, !
representing the company controllirig the
trash-boxes, spoke brieily coneerning their
advantages and usefulness. He said these
boxes were in use in Bosion and St. Louis
and had not proved objeetionable from a
ssnitary point of view. Mr. Bahen said
he was opposed to the scheme, as he had
found recc-ptacles for trash a great nuis
s-nce. The petition of the company was
rejected.
Col. Jshn Murphy presented p'ans for
the ornamenial bridge he desires to build
over Eighth Street. to conneet his presenl
hoiel at the corner of Eighth and Broad
Streets with a hotel he proposes to erect
on the opposite side of Eighth Street. The
bridge is to have a clearance of 14 feet
G inches.
Mr. Mills moved that the whole question
be referred to the Ward Committee, the
City Engineer and City Attomey to pre
pare an ordinance granting permission for
the construction of the bridge with proper
restrictions, these gentlemcn to report at
the- next meeting of the Committee on
Streets, on the evening of October 2Sth.
Ai the suggestion of Col. Cutshaw, Col.
Murphy promised to have some ropes
stretched aeross the street to show exactly
the lines of the proposed structure, and
the committee decided ;o meet at Murphy's

what Col. Murphy proposes to do.
GATES AND WATCHMEN.

tiv? to gates and watchmen at the various
crossings v.-.is read. lt was expialned that
the gates had been ordered and wouid
soon be in posilion. The company was di?
rected to get up these gates as soon as
possible.
Mr. Mills asked if it were possible for the
committee to require the Seaboard Air Line
to build houses for its watchmen to protect
them from severe weather. He was in
formed that the committee hardly had the
riglit to do this; but couid request the com?
pany to take proper steps to protect its
watchmen in this respect. Col. Cutshaw
said the company would have to erect
houses when the proposed gates were put
up.
Col. Cutshaw called the attention of the
committee to a request he had received
from the trustees of A-1-Salnts' Church.
on Franklin Street. for permission to pave
the sidz-walks around the church editice
with gronolithic. After some discussion
the matter was referred to the Ward Com?
mittee and the City Engineer.
After the transaction of some important

FREDERICKSBURG, VA., October 13.?
The lirst Republican speech of the cam?
paign was delivered here to-night at the
eourt-house before a large gathering of
voters by Hon. Malcolm A Coles, a former
member of the Legisiature from Northum
berland county, and prominently mentioned
i\.;r Congress on the Republican ticket the
past tv.o campaigns. Chairman Jo'nn M.
Griffin presided and introduced the speak?
er. He was beartily appl&ufled.

been a day unparalleled in ihe history of
Amherst for speeeh-making, each of the
greai political partles having three spe >k

which consumed more than four hour.-'.
Tho speaking began in the court-house
promptly at noon and was kept up until
4 o'clock in the afternoon. The Democratic
speakers were: Hons. H. D. Flood, J. L.
Jeft'ries and Clem Green. while the Repub?
licans were represented by Col. R. L. Hub
bard. W. C. Franklin ar.d Capt. C. M.
Louthan. The court-room was packed to
its utmost capacity during the whole time,
and the speakers were eheered to the echo
as they wcuid make their sharp thrust- at
each other whiie contending for the su
premacy of the respecfive partles.
At the conclusion oi the debate the
friends and allles of each s:de claimed
victory *'0'" their side, but there is no
doubt in the minds of any one who is fa
miliar with the politics of Amhers: but
that she wiil give her usual Democratic
majority for Bryan. Stevenson and Flood.

ever delivered ?'ri this county, and he fully
su_iained his reputation as an orator and
a great champion of Democratic prin?
ciples.
This precinct is now well organized, and
is sure to give a large majority to the
entire ticket. Bryan. Stevenson and I-imi>
are sure of a full vote in Blunt's pre?
