Memorial Day. reverenced by all veterans of the great straggle of '61-'65, will be observed throughout the northern states tomorrow. Today thousands of school children are re oiting appropriate seleoHons, singing patriotio songs and hearing the stories of the brave deeds of those who bled and died that this nation might live. It is altogether fitting that they should do this. No nation in the world holds each a prond position as the United States and this is largely dae to the efforts of those whose graves will be decorated tomorrow. Memorial Day, of late years, has oome to be looked upon as more of an occa sion for sports and amusements. There is no harm done, but the meaning of the day should not be forgotten. T,et all who can, display the colors and assist the Grand Army veterans in their noble mission. May SO is a holi day, but it is first of all Memorial Day. Our neighbor over the sound is in gala attire today and hundreds of visitors will throng her streets to night. Totte^ville, so to speak, has grown old^/ a sin^teyCight. Siie is celebrating her 225th birthday. Tot tenville looks rather small today, but with the continued growth of Man hattan, the really "old" city, the population is bound to overflow to Staten Island and that whole borough will eventually be as thickly populated as Harlem. During the discussion over the site for the south approach to the bridge, the trolley companies almost sank out of sight. Now that the location is definitely fixed they will doubtless come to the front and keep things in teresting until the franchise is finally granted. The freeholders have a great task before them, but their deliberations have had very good results thus far and the trollev matter will be straight ened out in time. First of all, we want the bridge completed. Once a day is better than not at all. The street sprinkler is not a pretty thing, but these dry, windy days it is a welcome sight to see the water gushing from it, laying the dust. As long as there is plenty of water at Runyon, it seems perfectly safe to be a little more liberal than the oity has been the past few days. If the Chamber of Commerce carry ont their action taken at their last meeting, the Board of Health will have a chance to taokle the dust prob lem. We wish them success. I The war deportment is determined that the recruiting officers shall re ject ail applications for enlistment trout minors. Instructions given tc that end several months ago, however hav? been found not to serve the pur pone desired. There arestlll numerous enlistments of young men who provt to be under 21 years of age, though ?aid to be older, leading to application* to the war department from parents and friends for their discharge on the ground of minority, say's a Washington report. It is therefore desired that every pos sible precaution be taken to avoid the Improper enlistment of persons undei the age of 21 years. To this end young men who meet other requirements and ?ay they are fully 21, or even a few years over that age, should not only be carefully interrogated and their ante cedents be carefully investigated, but A.he written consent of the parents to the enlistment must also be obtained if the recruit appears to be under 21 years of age. In case such a recruit fails to obtain this consent he will be required to furnish his own swqrn statement in writing regarding his age, supported by the sworn statement of two other persons, and these must be satisfactory to the recruiting offi cer, otherwise the applicant will be re jected. When the written consent of parents or the sworn statements indi cated are furnished and accepted in such cases they will be attached to the enlfstment papers. Queer Land Tenure. At Broughton, near Brigg, in Lin colnshire, England, some lands* are held by the following tenure: Every year on Palm Sunday a person from Broughton enters the church porch at Caister having a green silk purse containing two shillings and a penny, tied up at the end of a cart whip, which he cracks three times in the porch and stays there until the sec ond lesson begins. Then he enters the church and cracks the whip again, finally depositing the purse and contents. ? N. Y. The State B >ard of Voting Machiue Commissioners hearby gives notice that pursuant to and in aucorriauoe with the provisions and conditions of an act of the Legislature of the State of New Jersey entitled "An Act authorizing the State Board of Voting Machiue Commissioners to purchase voting machines for use at elections to be held in this State, and pro viding for the location, use aud care of such machines,'' approved April 8, 1903; they intend to purchase eighty-one (81) voting machines In accordance with the following specifications: All machines must be of a kind, style or pattern, which has been or may heieifter be approved by the State Board of Voting Midline Oomiuiseioners, in conformity with the laws of this State. Ail machines must conform to and meet all the requirements of an act of the Leg islature eutitlcd, "An Act to authorize the use of voting machines at elections herealter to be held in this State or in any subvifeiou thereof, aud providing that the votes cast at ?uy such elections must be registered or recorded aud counted, and the result or Much elections ascertain ed by such machines," Approved April 9, 1902, and the umendmeuts thereof and the supplements thereto. All machines shall provide facilities for voting for candidates of at least seven (7) different parties or organizations, aud for not less than thirty (30) candidates of each party organizations, aud for and against at least fifteen (15) different ques tions or amendments. All machines shall be capable of regis tering nine hundred aud ninety-nine (999) votes for each and every candidate. All maohines must be supplied with a booth, canopy, curtaiu or other contri vance so arranged or affixed as to iusure secrecy when used and must be suitably encased and {Jelivered at any place with in the Stat- of New Jersey as directed by the ComtnUsioiiers on or before the 15th day of September, 1903. The person or persons if any, whose proposals may be accepted must comply with all the provisions of the Act pursu ant to which this notice iB given, and give a boud in the penal sum of Five hundred dollars ($500) for each machine purchased with sureties to be approved by the Commissioners for the faithful performance of the terms of the contract when executed. Proposals for the above are hearby in vited; said proposals to state the style or kind of machine proposed to be furnished and the price, both for ihe entire eighty one (81) machines, and for any number less than eighty one machiues which price iu no case shall be more than Five hundred dollars ($500) for each machiue. Notioe is hereby given that a peti tion has been presented to the Town ship Committee of the Township of Woodbridge in the County of Middle sex, asking for the construction of a sewer on Rahway avenue.
