FOUR CABINET POSTS NOW VACANT Speculation RommliiiK Premier Hal four'N Appoint m«» nt m the ib NorhiiiK Theme In London Press mid <iossip. LONDON, Sept. til.—Lord Balfour of Burleigh, secretary for Scotland, and Arthur Ilalpli Douglas Elliot, financial secretary to the treasury, have resigned ■iiul their resignations have been ac cepted by the king. Mr. Elliot was not in the cabinet, 'these two resignations make a total of four vacant cabinet illlU uur ai *ui, *»«u four's disposition. The political crisis is still the sole topic of discussion in the United King dom. Premier Balfour is expected to have an audience of King Edward at Balmoral, after which, doubtless, be will present the nominations for the cabinet vacancies. Tlie exact nature of those appointments still continues a matter of varied surmise. Begarding the eventual result of the upheaval the Spectator's forecast, that Mr. Balfour when lie appeals to the country will be beaten and succeeded by n Uosebery cabinet, which will not last long, at tracts the greatest attention. It is learned from an authoritative source that Mr. Balfour expects Mr. Chamberlain to re-enter the cabinet 1n the event that an appeal to the country returns Mr. Balfour to power. Both de sire. however, that the elections bo postponed as long as possible in order to give Mr. Chamberlain the opportuni ty to impress his views on the people, if the government is returned, or if a weak Liberal ministry is returned in power only a short time. Mr. Balfour anticipates that lie and Mr. Chnmbor Initi will reorganize a new ministry. "It has been Mr. Chamberlain's pur pose." said a person who lias every rea son for knowing, "to form a party of his owil. and lie may take advantage of the present opportunity to carry out liis intention. Ilis reputation ns the only public mun in England with a definite policy, coupled with his strength of will and ability, may enable him to achieve liis ambition. In case of the success at die elections of liis advanced pro gramme of preferential tariffs ho would form liis own cabinet and proba bly displace Mr. Balfour as premier.” At Birmingham Saturday a confer ence of liito delegates from co-operative societies aiid trades unions in tlie Unit ed Kingdom, representing a member ship of 240.000, was held. Tlie confer ence adopted a resolution expressing belief in the advantage of free trade Mini conileiiiiiimr iirefcrcntial tariffs as adding to tlu> burdens of the working classes and creating international and colonial discord.
