Oct. 20.—A draft of the decision readied by the Alaska bound ary commissioners, as announced, was signed by a majority of the commis sioners here, but Messrs. Aylesworth and Jette, the Canadian commissioners, refused to sign. The decision grants ail the American contentions with the exception of the one relating to the Portland canal. The signatories were Lord Chief Justice Alverstone and Senator Lodge. Sena tor Turner and Secretary Root, the American commissioners. They con stituted a majority and insured finality. Messrs. Ayleswortli and Jette to co incide in Lord Alrerstone's view was only known to a few persons here, Silt at the foreign office and in high gov ernment circles it lias created a painful impression. There is no hope express ed that the Canadian commissioners will reconsider their attitudes and sign the engrossed copy of the decision which will stand as the international record of the tribunal's finding. After the sensational suit by which lie was di lived Mr. McKay deeded liis fortune to Harvard college, receiving the in come during liis lifetime. An ordinance was passed on first reading at the meeting of the Board of Aldermen, last night, which will mean a great deal to the property owners of this city. A short time ago a special street improvement fund was created. The money in this fund will be for general work in the streets^ of the city. Last night an ordinance was intro duced fixing the rate of interest on assessments for improvements made under the act authorizing the special fund, at 5 per cent. This means that instead of the 7 per cent., as hereto fore, if done through the special street improvement fund, the in terest on assessment, will be but 5 per cent. This was one of the vital points brought out at the mass meetings last spring when street improvement was being discussed. It was argued by some that the people would not be so opposed to street improvements if they were not charged such a high rate of interest on their assessment. LOCAL ITEMS.
