BILLION MAKES ATTACK ON FOOD AUTOCRACY New York, Sept. 7.—Senator Eton R. Brown, majority leader In tbe state senate, Is accused by John J. Dillon, state commissioner of foods and mar kets, with having defeated the effort to give the people of this city cheaper milk. Commissioner Dillon made his accu sation In the Hotel McAlpln, where he spoke at the luncheon of the Rotary club. He snld the Towner bill would have enabled him to try out a plan by which he would guarantee to deliver milk to New York city consumers at from 2 to 3 cents a quart lower than current prices. "When that bill was in committee," said Mr. Dillon, "Senator Brown wal there and would not let tbe bill come out of committee. If he had there were enough men in the senato to pass it." Scoring the food speculator, whom he likened to a pig with its nose in the trough, Commissioner Dillon said: "II we are going to flght hypocrisy tyran ny and autocracy, just lets get down to business here and start in to flght the conscienceless food speculating auto crat.
