The Hefiin charges, an'd demands by Roosevelt and others for the ex pulsion of Senator La Follette, have brought these questions to the fore. THE SENATE CAN, BY TWO THIRDS VOTE, EXPELL ANY MEMBER FOR ANY REASON OR FOR NO REASON. So far as law goes, It çan expel any members for the color of his necktie or because his speeches are boresome. Here Is what the constitution says, in Section V. Article I: "Koch house may determine the rule* of its prcx-eedings, punish its members for disorderly behavior, and with the concurrence of two-thirds expel a member." /i During· Its history the senate has 'expelled IB members, and dropped six others from the rolls. In every case the reason was dis loyalty. The constitution say» further. In Section S of the ljth amendment: "No person shall be a senator or representative In congress, who, hav ing previously taken an oath as a member of congress to support the constitution of the United States, shall have engaged In Insurrection or re bellion against the same, or QIVE.V AID AND COMFORT TO THE ENE MIES THEREOF." Procedure for expulsion of a mem ber Is very simple. A. mere resolu tion by a single member is sufficient to start the ball rolling. It Is not even necessary that the matter be re ferred to a committee, and the sen ate may act directly ad Immediately, I as In the case of John C. Following the lengthy j discussion that became very warm It ! was voted to place a Democrat In the field "as the league did not have a candidate on either ticket so declar ing himself." There were two members dissent ing, Kev. Paul Haynes, of New Brunswick, and Albert W. Appleby, of Old Bridge, who failed for the nomination. An attempt was made to get these two men to make the resolution unanimous. Rev. Mr. ' Haynes was won over but Appleby j refused to budge "as he had been a I Republican all hla life." The mem I bers became very much disorganized I and the resolution was lost and no ' man will be placed in nomination for the assembly berth. William J. Perrlne, of Plscataway, candidate for the nomination last [year, refused to be a candidate at the |New Brunswick meeting due to the 1 members injecting politics in the I I.ocal Option League that was a non i partisan organization and threatens : to resign. Coupled with the resolution on the ' minutes that has created a board of oensors for all press notices to be given out the league is on a fàli· way of going on the rocks as m^ny have severed their connection with the league.
