elon of the administration to reorgan- j
Ize the Ordnance Department of the I
army.
Instead of having Its functions dis- j
trlbuted through five separate organ- '
lzations under the chief of ordnance,
the work of tho department will be
consolidated and the chief of ordnance
will be assisted by an administrative
and advisory staff, with four operat
ing divisions, the principal business
functions of which will be handled by
competent business men.
These four divisions will deal with
procurement, production, Inspection
and supply. Colonel Samuel McRob
erts, formerly executive manager of
the National City Bank of New York,
will be placed In charge of the pro
curement division. No announcement
of the names of the business men put
In charge of the other three divisions j
was forthcoming.

proposed to make the bureau a great !
working unit, modeled somewhat aft- ι
er the British ministry of munitions,
was outlined to the Senate Military :
Committee recently by Major Gen- |
eral Crozler, chief of ordnance, while
he was being sharply questioned con- l
cerning delays and deficiencies In the !
supply of rliles and cannon, it now
has been approved by Secretary Wa
lter and ordered effective.

The announcement involves a com
plete and most radical reorganization
of the Ordnance Department. ,
In the post the Ordnance Bureau
has been subdivided Into many
branches, each charged with Its own
specialty. Careful study of the situ
ation has convinced those who had to
do with the reorganization that the
old organization was archaic. In
order to effect the reorganization ail
of the separate and more or less In
dependent branches of the bureau
have been consolidated, and out of
this amalgamation of the entire de
' partment, which Is now occupying
twenty-one different buildings In ,
Washington, will be formed the new 1
organization, hea-'ed by General Whee- I
1er, with J)ie new divisions serving
under him.
SUGAR SITUATION
IS NEARING NORMAL

Washington, Jan. —With the Cu
ban sugar crop harvested and on its
way the return of the nation to its
normal sugar supply is not far distant
This is the promise held out by The
food administration.
The sugar outlook has grown so op
timistic on the reports of a record
crop in Cuba that the administration
Is considering increasing the allot
ment io confectioners from 50 to 80
per cent The continuance of this
ratio will depend on the supply and
the ability of the candy manufactur
ers to reduce the sugar content In
their products.
It was learned that several New
York confectioners already had In
creased their allotment to 80 per cent
through a misunderstanding with food
administration officials there. They
will not be interfered with, however,
as the order authorizing operation on
this basis Is expected momentarily.
"The 50 per cent limit placed upon
confectioners and manufacturers of
sweet di'inks when the sugar shortage
became acute last October has worked
but very little hardship upon them,"
said Administrator Hoover. "Many
had surplus supplies sufficient to car
ry them over several months. Th»

the general situation by preventing
the accumulation of larger quantities
than were necessary for Immediate

London, Jan. "5—Marie Corelli, nov
elist, and Lady Mabel Gore Langton,
sister of Earl Temple, were among tho
victims of the food controller's regu
latlona against ho:w;ling food, the for
mer being fined £50 and £20 costs,
while Lady Langton was lined £80.
Miss Corelli was charged with hav
ing purchased excessive quantities of
sugar. In her defense she Raid the
sugar was, to be used In making jam.
La<}y Lnngton was accused of having
purchased excessive quantifie» of tea,
coffee, sugar and other provisions.
