LOUIS—What was the story that Mrs. George Klein told St. Louis police about the murder of her friend, pretty Mrs. Perry Rich wine? As a result of this story, which police are guarding closely and which they say will not be disclosed until the case is before a jury. Dr. Robert H. McCracken, -one of the most prominent physicians of south ern Illinois, was arrested and charged with the crime. Dr. McCracken, llfty-six. lives in Belleville, Til. He is a former coro ner and was one time health com missioner of Hast St. Louis. He is now under $4 0,000 bail. Feickert, of Plain fjeld, speaking here yesterday at the first of the winter forums of the New Jersey Women’s Republican Club, held in this city. “Governor Edwards is going to be disappointed with the Democratic majority in Hudson county, although I think he really believes he is going to win. It rests with us, the Republican women, to see that his aspirations are not realized. We must elect a Republican governor and United States senator and all other candi dates of our party down the line.” Success marked the opening of the series of forums. Yesterday’s was to be devoted particularly to a discussion on the subject of "High wavs,” and the G. O. P. women leaders, who were present from a number of sections of the state, heard authorities both for and against the bills in the legislature fur so-called “open specifications” in road contract bidding. State Sena tor William H. Parry, of Essex, and State Senator Emmor Roberts, of Burlington, discussed their bills which cover this subject. Senator Parry said his measure is similar to the one he introduced in the 1921 legislature, which pro hibits the closing of specifications to all but certain patented form of road pavements. Mr. Roberts dis cussed his measure. Senate 20, in troduced a week ago. It requires that iu all specifications provision must be made for two or more rec ognized pavement surfacings on a concrete base. Superintendent of Public Work Charles H. Munson, of Morris coun ty, presented the case for the op ponents of these two bills. lie con tended that Roberts’ bill would shut out all uupatented materials and that the question of the type of pavement should be left to the county boards of freeholders to de cide after consulting with their ex pert county engineers,) as they arc responsible for the spending of the people’s money iti the different counties on roads. With respect to the Parry bill, Mr. Munson declared: "It i designed to plaoe patented pavements at a distinct disadvant age in all lettings by requiring that they shall compete with unpatented types and that the lowest hid shall he accepted Irrespective of type. This is fundamentally wrong. Selec tion of construction should be en tirely as engineering matter, and tlie power to make such selection should alone be in the hands of the governing board with the advice of its engineers. “This bill would make price tlie rnly consideration in the selection of type which is basically wrong, as workmanshp. durability and adapt rtdlity of construction should be the features governing selectb n of type. Assemblyman Artnur in. ner»»n, of Union county, explained to the Republican women his resolution providing for a referendum on the proposed $10,000,000 bond issue to finance the completion <>' the state highway system. He declared it would mean no additional tax on the people over that of the present cne mill on the dollar, which is be ing collected under the Edge Act of 11)17 for road building purposes. This tax is to be continued to pay for the bonds, he explained. Up to June, 19 20, but thirty miles of the system had ber-n built, due to war, high costs of construction and govern ment restriction. Mr. Pierson said. At the present time the record of completed mileage is 149 a nr a frac tion miles, he stated, under the direction of the State Highway Com mission, and G2 and a fraction miles built by counties under tlio reim bursement plan. While he did not entirely favor the latter method of completing the system, Mr. Pierson i said the state would have to go ahead with it now inasmuch as R had contracted with the counties for further work under this arrange ment. Uunder the bond issue pro gran New Jersey will be able at the end of five years to point with pride to n splendid system of roads. Republican House Leader Evans, of Passaic, was warmly received by [ the forum when he made a vigorous plea for support for the bill to pro hibit work at night by women in | factories. It prohibits their employ ment between the hours of 10 at I night and G the next morning. Mrs. Feickert. the organization’s leader and moving spirit, who pre sided, read a telegram from Mrs. Lewis S. Thon son, of Mon mouth county, who was unable to at tend.
