officials which may make a more than substantial

FAILURES AND LIABILITIES FOR 1913.
From Bradstrcet's for January 3 we learn that
for the full year 1013 there were in the United
States 14,553 business failures, as compared with
13,812 in 1912. This is an increase of 5.3 per cent,
over 1912, of 15 per cent, over 1911, and of 25.7 per
cent, over 1910. The liabilities for 1913 were $291,
781,075, an increase of 4G per cent, over 1912, when
-the liabilities were $198,902,188. A full comparison
from 1881 to 1913, inclusive, shows that 1913 was
tho third worst year in number and the fourth
worst year in liabilities, that there is record of in
tho past third of a century. Such is the showing of
.the business year in which the certain prospect of a.
Tree-Trade Tariff for nine months and the presence
of a Free-Trade Tariff for the closing three months
have had the natural and inevitable effect of di
minishing industrial production, wage paying and
wage spending. Do the Free-Traders like this rec
ord? Probably they like it better than they will
like the record for the full year 1914.
MAKING THE OCEAN SMALL.

bounds of old ocean, and, combined with flic speed
attained by modern vessels, has made it small. The
facility with which rescue ships were assembled in
the vicinity of the stricken Volturno opens the
dawn of an era which will, eventually, eliminate al
most entirely the dangers of ocean travel along
the tracks chosen by modern mariners as highways
leading from port to port. The S. 0. S. call no
longer fails to elicit responses. And, although the
loss of life attendant upon the wrecking of the
"Volturno was truly appalling, it was only the ag
gravation and multiplication of unfortuitous cir
unstarices that rendered the accident more than
source of inconvenience to the passengers. The
most marvelous and most hopeful invention of the
past quarter of a century, the application of wire
less telegraphy in tho affairs of ocean transit has
proved a revelation and a boon and has already
more than half robbed tho deep of its terrors.

lustrated in "Wisconsin recently. A woman wrote
to the Governor that she had a largo family to
support and was suffering with tuberculosis and
desired State aid. About tho same time a letter
was" received from a man -who desired aid for a
hog which showed symptoms of cholera. The gov
ernor sent word to the woman that no appropria
tion had been made for tuberculosis victims and
at the same time a man was hurriedly dispatched
with the supply of cholera serum to tho rescue of
the hog. This incident tells its own story without
