The Demo cratic free trade measure- was passed early in October, 1D1!J. On December 15 of that your, the New York "Times" published a London dispatch which said: "British manufacturers are reluctant to embark their capital in preparing for the demands expected from America until they are convinced that the now tanft policy is not likely to be reversed by a popular reaction." In othor words, Britisli manufacturers realized that h free trade policy would enable them to soli "largo quantities of goods in the United States, but they could -not build extensions to their factories in order to supply our markets, unless they could have assurance that America would not reinstate its protective tariff policy. The rein statement of the protective tariff would mean the shutting out of the British goods and the closing down of the extensions to British mills Conversely, it would mean the opening of American mills and the employment of larger numbers of American workmen. The "popular reaction" which tho British munufaoturors feared lias already made its appearance. This wos shown not only in the election of 1!)I4. when the Democratic majority in the House was cut from 100 to III but has been shown in later state and district eleotions, and will re sill ty in an overwhelming defeat of the Democratic party in the Con grossional elections of 1010. The British manufacturers could readily foresco that the American laboring man. who. fortunately, has the right to vote, would not stand for an economic policy which on , courages the extension of British factories and the closing of factor ies in his own country.
