"Exchange. The Impending Straggle. From the Washington World. The Presidential Election of 1880, will present ono of the most serious crises in our, history. It Is fraught witti greater peril to free government than .any .previous partizan contest unuer our consmuuuu. The Democratic party now con trols both branches of the National Legislature. It assumes that Con gress has the exclusive right of counting, the votes of the States. Some leading lights claim also the right of Congress to go behind the record and to review all the details of the Election. This villainous doctrine was first formulated, byjGar celon the usurping Governor of Maine A sub-committee of. "the House of Representatives has fully; endorsed this political heresy.- -Donelly 'ot Minnesota contests the seat or w ash burn and claims to overcome a' ma jority of over 3,000 by trumped up charges of fraud, bull dozing, Ac. In ordinary times even a Demo cratic House would be ashamed' to entertain this disgraceful contest But the present is a crisis which tempts the democracy to the most perilous outrage ever perpetrated up on the rights of minorities. If there should be a failure to select a Presi dent by vote of the electoral college the choice devolves upon the House of Representatives in which .'each State has a single vote. A fraudu lent displacement of the Member from Minnesota would give the ma jority of States, as the House is now constituted, to the so-called demo cracy. The public is awaiting with some anxiety to see whether the democratic majority is ready, with out exception, to place itself upon the level of its sub-committee. The game of the Congressional Garcelons is to reject the votes of enough Republican States, upon one fiimzy pretext or other, to throw the election in the House. Then it is proposed to carry Tilden through with a high hand. On the ottier hand the Vice Presi dent of the United States, in whose hands the returns from the different States will come, has a claim not yet settled to the exclusive reading and counting of the votes. ;There is no doubt of Mr. Wheeler's honesty and courage. Ho will give the statement ustas the returns justify, bbould he find it necessary to claim the right. which a fair interpretation of the constitution gives him in oppo eition to the usurpation of the two confederate majorities thcro will, at once be a conflict of jurisdiction Two Presidents will be inaugurated and a new civil war will result That efforts are being made to com mit both nouses to the Uarcelon doctrine can no longer be doubted. Whether it will succeed is proble matical but sufficiently probable to cause grave apprehensions in the public mind. A gentleman engaged in a large business in a Western city, in our presence, expressed the wish that be could consolidate his -posses sions into gold so as to be ready for tho emergency which he fears will come upon us. He tells us that similar apprehensions exist in, the business circles in which he moves. We believe such apprehensions, as yet; are premature but wo are not sorry for their existence. A general awakening of the people to the possible consequences of democratic policy as now foreshadowed,, is one of the most satisfactory indications of the present crisis., With the awakened energy of the American people to manage the problem, even copperhead -Democracy, armed with fraudulent majorities in both houses in Congress, would be as helpless as in 18G1, when it dared, hoi fulfill its promises, of aid and comfort-to the rebellion. Let the Republicans drop their ex cessive personal partizanshlp. Let a free and generous policy unite, the co-operation of all lovers of free government and the democratic party will be buried put of sight It is tho last desperate effort, of reac tionary despotism to control the destinies of the. Republic. The cen sus or lHSU.will cripple its capaci ties for mischief beyond repair. When the summer of vnnth i.ualnw. ly wasting away on the nightfall of age, and the shadow of the path be comes deeper and life wears to its close, it is pleasant to look through the vista of time upon the sorrow and feljcities of our early years. If we nave naa a uome to shelter, .and hearts-to-rejoice with us.-and friends have gathered round our firpiri tha rough places-o'f Wayfaring will have peen worn.ana smoothed away in the twilight of life., and toanv Vl.irb annta we,have passed through1 will grow brighter sad more, beautiful; Hap py, indeed, arc-'those whosewinter course with, the world hasn't changed the tone of their holier feelings, or broken those musical chords of tho heart whose vibrations are so "melo dious, .so tender and so touching in the evening of their lives. No Time Would Be Wasted. From the New York Tribune (Rep.) Should ttie Chicago convention nominate Secretary Sherman for the Presidency, the Republican party wouldn't have to waste any time or energy in defending the record of its candidate. SWORN EVIDENCE.
