The;, came to this deierm'ivifion in conscpucneo of the prlna'de and plarinc; frauds eom mitted in taking the census and in tho apportionment of delegates, the inevi table effect of which was to disfranchise I a majority of the people of the Terri tory, and secure a pro-slavery majority in the Convention. The 1'ree State party therefore decided to adhere to tho Topeka Constitution, and tho State or L'aniration heretofore made under it. The Free State Legislature met at To peka recently, and passed a number of acts', among which were tho following: Acts providing for taking the census, appointing the first Monday in August for holding an election fur State officers and Koproscntatives to Congress, and locating the scat of Government at Topeka, w ere passed. Also, a joint res olution r.ieiiKiralizing Congress that an admission into the Union, under the Topeka Constitution would be constitu tional. Tho census act provides for the appointment of Cvc Marshals, whose deputies will take tho census immedi ately. Tho apportionment of the State gives the Senate not more than twenty members, and the House sixty. Some of the Territorial County Judges pronounce parts of tho census law inoperative. It is reported that Governor Walker has been informed that the Constitution will not be submitted to the people. Frightful Tornadoes in New York Frightful Tornadoes in New York and Illinois---Loss of Life and Destruction of Property. a - it to is he in I in . On Saturday, 13th inst., between 4 and 5 o'clock, P. M., tho vicinities of Oswego and I.'tica, New York, were vis ited by a terrific tornado, which caused great destruction of property, besides tho death of one person, and severe and perhaps fatal injuries to two others. The dwelling of Mr. John Warren, near I.'tica, was completely demolished, and his wife iso severely injured that she died an hour afterwards. Their little son also received injuries which he is not expected to survive. Mr. War ren himself, with his other children, escaped by taking refuge in the Cellar About five miles from Oawco, a Ger man teamster was struck down by a tailing tree, and dangerously, if not fatally injured. The damage to build ings, trees, fences, &c, in that vicinity, is estimated at not. less than 625.01)0. Several persons were so badly fright ened that they supposed ';tbe comet had struck;" and the day of final deslnietion was at hand. Singular to relate, about 2 o'clock of the same day, the town of l'ana, Il linois, situated at the junction of the Illinois Central and Ohio &. Mississippi railroads, was also visited by a tremen dous tornado, which LIuw down thiitv threc buildings, and destroyed in all about 870, COO worth of property. Not a single house in the town escaped un injured. Almost iiieieJiijlo incidents are related, fchoning the resistless fury of the wind. Heavy timbers wi re blown a distance of two or three hundred yards. Three men were blown off the plat form in front of tho ja-scnger depot to tho Height depot, a distance of tLree hundred yards. Many of the sufferers ly the calami ty were left entirely destitute, and an appeal has bejn made to the charitable for pecuniary aid, which will no doubt be liberally responded to.
