At the sameimet MacMahon's Government sol emnly assured the Madrid Govern ment that no favor had been shown the Cailist. Whilst this was done in the interests of peace, the French Government is reported to be con templating large expenditures in preparation for war, and rumor which may be lying credits Germa ny with opening negotiations with Spain for the purchase of the Span ish port of Santona, in the Bay of Biscay, to be converted into a second Gibraltar. A German fleet is on its way to Spanish waters, and, taken altogether, the news positive and rumored is of a character bearing out the prediction of Disraeli to the English Parliament a few days since that Europe is on the eve of great disturbances "John," said a clergyman to his man, "you should become a teetotaler you have been drinking again to day."
