Guns Figuratively Heard
of Office of Recorder
111 a roundabout way the thunder of
the guns of the Russian army some
place in Turkish Asia was echoed in
the County Recorder's office to-day,
when the recetW formal transfer of the
Russian Orthodox Church In Lykens
from the Rev. P. Rozldestvensky to
Bishop A. Nemlovslty was recorded.
Rozldestvensky was formerly pastor
of the Lykens Church, but less than sf
year ago he responded to a call to the
colors and hurried to Russia. The
deed for the church, in accordance with
the custom, had been made out in his
name. The months passed and no word
was heard from the faraway pastor and
in time Bishop Nemlovsky took charge
of the parish. Eventually word came,
so it is said in Lykens, that the one
time minister was "somewhere In Asia
Minor" with the troops of the Grand
Duke Nicholas, but as nothing definite
was heard. It was decided to transfer
the title of the property to the new
minister.

vention of the Pennsylvania Commer
cial executives.
"City Planning," he continued, "is
not tying pink bows to lamp posts.
It is the work of building the whole
physical city, of co-ordinating every
i>hasa of construction, of determin
ing normal, economic relationship
between streets, transit lines, trans
portation lines and terminals, heights
of buildings, desirable housing for
all classes, play or recreation spaces
for the peoi>le."
The City in War Time
"In the event of war, our clUcs
would be dominant factors in the na
tion's activities," lie continued. "In
them tho manufacturing would be
carried 011; transportation of troops,
munitions and rations would center in
them; the cities would supply at least
one-half the lighters, exchange and
barter would be almost exclusively
their function; thus the efficiency of
our cities would exactly measure the
efficiency of the nation. Equally in
peace the same element of municipal
efficiency necessarily determines the
efficiency of the country.
"Americans," when on Director
Lathrop, "have not given much
thought to the city as a whole. Our
election machinery has been used al
most exclusively in settling purely
political questions; and we have not
paid normal heed to the direction of
desirable municipal machinery. We ,
shall. I believe, find' our solut ion for
successful operation of cities 111 the
commission-manager form of govern
ment.
