Pronrletor. * WRIGHT HEADS THE LEGATION IN JAPAN GOVERNOR GENERAL OF THE PHILIPPINES GOES AS FIRST AM BASSADOR—HE WILL BE SUC CEEDED BY HENRY C. IDE. Washington, January 18.—Luke E. Wright of Tennessee, governor general of the Philippines, is to be the first ambassa dor to Japan if the Senate approves the nomination which President Roosevelt will next Monday submit to it. The an nouncement was made today by Secretary Root. Governor General Wright will be suc ceeded in office at Manila first by IJenry C. Ide, the senior member of the com mission and vice governor, and at pres ent acting governor general while Gov ernor General Wright is on leave of ab sence in this country. When he retires on June 1, James F. Smith of California, a member of the Philippine commission, will succeed to the office of governor general. General Wright tendered his resignation as governor general of the Philippines several months ago, indicating his desire to retire from the Philippine service by the first of the present year. President Roosevelt, Secretary Taft and Secretary Root recognized his reasons for retirement from the Philippines as good, and he was offered the American am bassadorship to Japan. It is understood that the Japanese government has indi cated its willingness to accept General Wright as ambassador, and ills appoint ment to the new post shortly will go to the Senate. Governor Wright has not decided yet when he will go to Japan, having origin ally planned to remain in this country until June, but may hasten his departure as America Is represented at Tokio diplo matically only by Mr. Laughllng, the sec ond secretary of the legation. Mr. Grlscom. the retiring minister and prospective ambassador to Brazil, is now in this country and Huntington Wilson, the first secretary, has been appointed third assistant secretary of state. Commissioner Ide, wtio will immediately succeed Governor General Wright has a record of distinguished service. He was one of the first American commissioners to Samoa, and was chief Justice of the islands. He has been Philippine commis sioner for the past six years, and being well along in years, desired to retire and tendered his resignation to take effect June 1 next. IN THE BIRMINGHAM REAL ESTATE MARKET After an unusually active market the first t'hree or four days of the week the real estate market quieted down yesterday and papers for only one trans action in local real estate which Involved an amount which exceeded $1000 were filed In the probate clerk’s office yesterday. However the market showed about the same amount of activity in deals in volving smaller amounts. Trading is still confined generally to suburban property and residence property located in this city but good prices are holding on well. The following is the only transaction involving an amount exceeding $1000 in local real estate for which papers were recorded in the probate clerk’s office yesterday: Avondale Hand company to F. B. Daniel lots 12, 14 and 15. of block 94, Bir mingham, the consideration for which was $1400. BANK CLEARINGS. Birmingham’s Gain Over Last Year Is Nearly 60 Per Cent. Washington, January 19.—The House committee on Interstate and foreign com merce devoted two hours today to a dis cussion of railroad rate legislation, but failed to agree on any bill for favorable report, and will consider the subject again next Tuesday. Democratic members of the committee sought to have the words “reasonable and impartial rate" substituted for the fol lowing words in the Hepburn bill: “Fair ly remunerative and maximum rate.” Chairman Hepburn and other republi cans would not agree to the change.
