LOST RELATIVES RESTORED TO KIN How Men Who Lose Mem ories Are Cared For SOME TYPICAL CASES Tales of the Work of the Deportation Bureau of New York State Hos pital Commission—Save* State Expense From the Now York Sun. Under the title of “The Restorer of T ost Relatives" and interesting an<^ true series of narratives could be written of the work of the deportation bureau of the state hospital commission were the officials allowed to make public the de tails of all their cases. Year in and year out Dr. George B. Campbell, medical examiner; Dr. John I. MeKelway, his first assistant, and Dr. J. L. Vanderran labor In their headquar ters on the 14th door of the Metropolitan Tower and wherever In the state their duties take them to ascertain the history of weak minded aliens who have become state charges. When possible they find their relatives and restore them to their families in cases in which the patients need only care and observation and are i ot dangerous when at large. Many are the strange cases they encounter and dramatic and often sentimental are the denouements. For instance, last summer a young man Picked up by the police In this city, agacd, half starved, his mind almost a blank. He was wandering in the streets with no idea of w'hestce or how he came here, or where ho wished to go. At Belle* N where he was sent, he could not • ven talk coherently. The deportation bureau was notified nnd Dr. MeKelway took up the case. ' are and kindness built up the man's body, hut his mind was slow in recover ing. and it was not until December that Hr. MeKelway could get anything from him to indicate his former home. Tie then mentioned a small Indiana city. In quiry there brought out that such a young man, even then weak minded, had wandered away from home over two years before. Ills family had given him up for lost. Could they have him back, his mother asked. They could. Would It be possi ble to have him home for the family re union on Christmas day? On Christmas morning, the young man, much improved mentally and physically, stepped from the train to the arms of his mother. The care of his family will restore him still further and under their watchful ness he will have comforts and liberties the state of New York could not give him. And the state of New York is re lieved of the expense of caring for him. The latter aspect of the matter appeals to the pocket of the taxpayer as much ns the other appeals to the sentiment of the individual. It is estimated that the bureau 1ms saved the state over $3,000,000 in the last fiscal year. I lie government medical officers at Kills Island are supposed to detect and turn back all alien insane; some cases set past them. In October more than SA.flOO aliens landed at Kills Island, an average of nearly 2600 a day, with the number on some days running up to 5000. To examine these for mental defects Commissioner of Immigration William Williams has a staff of 21 medical officers and 030 attendants and nurses, and this force must also care for all the sick de tained at the Klis Island hospital, some times several hundred at one time. It is obvious that a thorough examination ■annot he made in each case. Congress itself has recognized this in a law pro ' Wing for the deportation of any who become Insane within three years of laud ing. So thousands of defectives and victims of incipient insanity are turned loose Aery year. New York, being the port of entry, gets the most of them. The bureau of deportation has an elab orate system of looking up alien insane who become state charges. If found within three years of their landing the T'nited States government is asked to take charge of them, provided it can be shown that tile causes of Insanity existed before they landed. If this cannot be shown, then the state is saddled with the expense of looking after them. Tf they are not violent, but only inca pable of looking after themselves, such as epileptics, for instance, and need only such supervision as a relative could give, effort is made to find and communicate with their families or near relatives, whether they be In other states or In Eu rope. If the relatives will have them they are sent to them at state expense. In a few days a young man will go back to Switzerland to his brother, who will look after him. He was in the Bing hamton hospital. Dr. McKelway got from him the names of two sisters in this country and vague directions of where they could be found. One was found in Pennsylvania and one in Jersey City. The sister in Jersey City was over at the office the day after she heard from the bureau. She had lost track of her brother and was glad to find him again. She herself could not care for him, and the brother who had remained at home in Switzerland was communicated with. He answered that he would be glad to have his afflicted brother bank home and would care for him. So he goes back at state expense. But why at state expense? Because In most cases the demented person has no money of his own, and his relatives cannot or will not furnish the cost of transportation for him. But it is economy for the state to do so. The average cost of caring for a patient each year is $262. The average time a patient stays in an institution Is 11 years. That brings the average cost of a patient to the state, figuring 4 per cent Interest, up to over $3500. It is calculated that by paying the expenses of those sent back to relatives in the last year, both to Eu rope and to other slates, New York saved over $3,000,000. And all~*t a cost of $38,000, including transportation of those sent away, and tile expenses of the attendants. About $10,000 was returned to the state by the government for those who were properly federal charges. In spite of this saving, the cest of the foreign born insane who were sent to state Institutions last year will be over $7,000,000 before the state is through car ing for them. Not all are returned at state expense, nor are relatives always reluctant to re ceive them. A well dressed woman was found wan dering around the Grand Central station, her mind a blank, her talk Incoherent, and not a thing to Indicate who she mlgfit be or from where. Her condition was such that the authorities had little ho0e of finding out anything from her. Four years she stayed In an Institution without telling anything that would help In a search for her relatives. Then one d^y, In one of her more lucid periods, she mentioned a city near Boston. The bureau began Inquiries and found she was the wife of a well to do man who had spent many dollars and ex hausted every means he could conceive of to find his missing wife and had finally given her up for dead. Would he receive ’ her back and care for her, he was asked? Would he? Hidden from the gaze of the casual observer in an out of the way cornet of the window, among hundreds o 1 pieces of Jewelry, there has been for the last few weeks a possession of President McKinley lying In a pawn shop in Broadway, New York. It is an invitation extended by California C'ommandery No. 1, Knights Templar, to the martyred President requesting his presence at a “stated assembly” of the commandery on May 17, 1901, just four months before he was shot at Buffalo. Bince it came into bis possession the pawnbroker has received offers from memorial and historical associations for its purchase. He wants $1,000 for it, while the highest offer made for'It has been $900. five children, were gathered together and deported to Europe. The father and mother are demented and the children are imbeciles. They had not yet become state charges, but some of them were sure to land in an institution. The bu reau found them, gathered them together and sent them back. Last year 278 aliens were returned at the expense of relatives and friends who could not have been deported under the federal law*. The state paid the expenses of 474 more. And in every ease it was the deportation bureau that found the homes of these unfortunates and took charge of their return. If possible they are allow'ed to go alone. One man went clear to the Pyrenees. On the ship.-to France the ship surgeon kept an eye on him, but from Paris to south ern France he went all alone.
