Tuscaloosa, August (I.—(Special.)—On account of the failure of Congress to pass the rivers and harbors appropriation bill, all work on T>ock 17, situated nearly 20 milts above Tuscaloosa on the Warrior river, will stop Saturday. It w'as stated here today by Government Engineers Lit tle that orders were received several days ago to stop the work entirely at that time, but later permission was given to continue until tht close of the present week on account of several parts ,of the work which needed to be placed in better condition before stopping entirely. While the people of Tuscaloosa regret that the failure of Congress to pass the bill will stop the work on Lock 17 for several months, and will probably delay the completion of the big job until next spring or summer, they were greatly pleased to learn that the work on Locks ? and 3 below this city would not be af fected hv the situation. This will insure the completion of these locks by fall, and will then guarantee to Tus caloosa an open river to the gulf ports the year round. The river is now open to the gulf except during very low water, but when these two locks are completed there will then he no need to stop traffic at any season of the year. This announcement concerning the work on Locks ‘1 and 3 guarantees that the development w'hieh has been started in the coal fields a few miles above Tusca loosa on the river will not be interrupted, and plans for the opening of new mines v ili continue as before. The failure of the appropriation bill to pass means that the completion of the water power plants of T. H. Friel and associates will be de layed until next year, and the backing of the water up to Cordova will likewise be postponed unless the bill is passed at once. R. A. Mitchell, vice president of one ol' the subsidiary companies of the Ala bama Power company, delivered an ad dress before the Board of Trade last night. Mr. Mitchell outlined the work which the Alabama Power company is do ing in Alabama, and showed the advan tages which would accrue to Tuscaloosa from the entrance of the lines of that company into tlds city during the fall. Mr. Mitchell is here now arranging fair the rights or way and it is expected thal the power lines will be completed to Tus caloosa from Birmingham during the month of October.
