SIOTEEY. Washington, Jan. 23. The correspond ence between the State Department and Mr. Motley, relative to the latter resigna tion of the Austrian Ministry, called for some time ago at Mr. Sumner's instance, sent in this afternoon, was not formally laid before the Senate, but the following is a correct summary of the contents. There are but two letters, one from Mr, Seward and one from Mr. Motley, though Mr, Seward's covers one from a person designa ted as an American gentleman traveling in Europe. It appears that this anonymous individual who sent the letter to Mr. Seward, charged generally that most of our ministers and chief consuls in Furope are political opponents of the administration, and that many of them are given to public denunciation of tho President and Secre tary of State. The writer specially men tions Messrs. Marsh and Motley, sayin that the latter had spoken of Mr. Sewan as a degraded old man, and bad expressed a decided prelerence tor r.nglish govern ment as compared with 'our own. A copy of this precious document Mr. Seward sends to Mr. Motley, and his own letter is only long enough to ask the Minister, in diplomatic phrase, what he has tosay about these charges. Jlr. Motley's reply is of some length. He begins by expressing his astonishment that such a letter should be sent by the depart ment, and says his first thought was to con tent himself with a flat denial of the charges made by Mr. Seward. He conclu ded however to make a moro detailed an swer. He does not stop to deny the charges that he had spoken disrespectfully of the Secretary and the President, but meets the charge relative to his excessive admiration of English laws and customs, by saying that it cannot be believed by any one who knows him, or has read cither his histori cal or philosophical writings. The general charge that he k opposed to tho President's policy, and that he has spoken of both the President and Congress under his own roof and among his own friends, and was not aware that citizens living" abroad even of official cepacity was deterred from hold ing or expressing view3 of his own regard ing the great question presented by the overthrow of rebellion. He thinks we should abolish and forever prohibit all legal and political distinctions on account of race or color, and thk by the constitu tional amendment ; after such amendment was adopted it wonld declare a general amnesty. He closes hy tendering hk re signation without assigning-a cause for so doing. UNION LEAGUES IN THE. SOUTH. These secret bodies, if we are to be lieve an editorial statement in the New York Evening Post, are. much more gen eral and thoroughly organized than is generally imagined. That paper 6ays: There are now secret leagues of Union men in every Southern State, thoroughly organized ; South Carolina has more than a hundred such leagues of white and black Unionists; in Alabama the league numbers over eighteen thousand white Unionists alone, without counting the blacks, who, though in separate lodges, are in close com munion with the whites. All over the Southern States, in every city, town and neighborhood, tub league is organized and has its lodges. Thk powerful organization has prepared the Union people to act to gether : it needs only now that Congress shall give them the opportunity to act, and that they shall have the countenance and help of the Republican party of the North ern States. This help must be given not only by Congress, but, when that has prescribed the manner of reconstruction, the Republican party should call and hold mass conven tions in all the Southern States, and thus call out the Unionists there, white and black, complete their organization by a public show of their strength, and give them the moral support of its presence and power. te trust this duty will not he neglected.
