'The Secretary will have no oc casion to move in the matter until called to meet maturing compounds. As they fall due. batiks will be ready to accept script bearing ..interest, and counting aa reserve in exchange. Any one conversant with bank movements does not need to be told that, for clearing-house purposes, at least fifty millions will be used untiltspecie payments are restored, and the whole $80,000,000 will probably become a permphentjloan a long as'gold is at a premium. If the rata ofthi-floan ik fixed at 4 per cent, it will have another important effect upon the. money market by causing country banks to hold balances in this" scrip rather than; leavo-thenv with-New York banks at tiie; same interest. Tf this should be done' call loans and discounts would advance in thq leading cities, and commodities he' forced to market and consumption more promptly, instead of being jield on speculation by largo combinations, aided by an abundance of cheap money. The prospects for A steady and sure return to sjiecie payment jyere ngver so good as at present. An ob stacle to resumption is found by some peo de in the fear that the taxes will be'rei duced to a point when the annual interest and the ordinary expenses will not be met. But this fear is without substantial founda ion, as the future will show. The labor of the nation set free from our taxes will be more productive than at present, and front an enlarged business upon loW' prices' the Treasury will be in the receipt of income sufficient not only to pay interest and ordi nary expenses, but haye a surplus equal to the reduction of the principal of the debt and so maintain and advance its price."
