It will be a Rood thins for the country when all such have had justice done them. Ammras of W. N. Bn.BO at tiie Capi tol. Pursuant to public announcement, Ool. BiUf delivered an addreag' on the issHaa ( (lie day, in the hall of tlie House of Repreecntati vea last night. The number n attendance wassmall, the hall beingabout one fifth full, while an occasional darkey, a female here and a male there, might have wen seen jerciiei in tlie galleries, remind- ng one ot the dismal surroundincrs of a rookery, when the main body of crows were oil' on a foraging expedition, leaving a verv slivht sorinklinir in tlip ilunp nf mi mv.tlld eorM, netting in solemn and pen- tveattiiuiie in tlie uppermost branches. ippsrently reflecting on their latter end. Shortly before 8 o'clock, Mr. Doughty, memiier ol tlie House, called the meeting o order, and afler a few remarks in which ie indulged in some congratulations tin the late Radical victories in the Legislature, and the new accession to the Kadical ranks, ie introduced the orator of the evening. .Mr. i;iiiM, on taking tlie stand, adverted o the fact that in 185H, on the same nlat- form on whicluhe now stood, he predicted a civil war which would Boon follow, and which in its magnitude and dire results would throw in the shade every event of Ihe kind which preceded it. He would leave it to those present if theearnnge and strife of the last few yeara did not justify his prediction. The speaker then went on in a strain of generalities, referring to the greatness of our country before the war, and what it might he to-day if our people had listened to the teachings of the im mortal Henry Clay. He next took up the subject of slavery, and for half an hour or so attacked and bombarded with merciless vigor that defunct institution. We might here remark, par iwrenthesis, tlmt at this late day we could hardly see the pertinency of discussing in elaborate style the immoralities and abuses ated with an institution years ago swept oilt of existence in the United States. How ever a few of the Radicals present clapped their hands, and doubtless felt delighted at seeing and hearing slavery demolished . once more. The speaker at last touched on the "questions of the day," and his re marks here, it mnt lie confessed, were somewhat mixed. Rebels and traitors, he tlnvught, shouldn't talk about jiewer and that sort of thing, after having endeavored to overthrow the best government the world ever saw. It came, then, with a bad grace from those who had been identified with the rebellionto stand upon their dignity, andre fnse such a magnanimous offer as the const i -tutional amendment. For himself, his skirts wore not clear, but his surroundings were such at the beginning of the war that he was almost coniKlied to take the course he did. Rut after all, he continued, it would not do to leave man practically slaves, even though their sin was great. Universal suflrage, for black and white, was the grand remedy, and the work of reconstruction would not be complete until that was brought abont. Mr. liillio was listened to with marked attention, and his remarks were freimently app landed. Fkhkei.u's calls disease an affection of the body, contrary to nature ; a purtuba- tion ot us habit ; a derangement of its course. What disease i, sometimes el inles human intelligence, Imt some diseases are knewn - their origin, action, ami even their antidotes. The fact that there is capital on the street seeking commercial paper has tended to keep rates of interest from running to such extreme points as they did, and there is but very little really good business paper now that can not find a lodgment as not to exceed 12 per cent. The money afloat referred to is, in great part, such as is awaiting perma nent business investment, such as would, if there was a feeling of confidence in the re sults of Congressional action as well in re gard to civil as financial matters, find em ployment in manufacturing and in the development of promising new enterprises. When Congress adjourns that confidence may acquire strength, hut not fully unless something positive nhall have been accom plished in accordance with a sense of right and with less taint of temporizing policy."
