Jehnson succeeded to llio Presidency with similar views, and from April to December of 1865, sought to restore the Union. He did not convene Congress, because having shared the councils of Mr. Lincoln, he feared interference in the work. Ha rejeotod the Shorman-JohnBton treaty, the only really true and sourid basis of adjustment, and doubtless fall by him to He sueh, in deference to North em sentiment He used the pardoning power with discretion for the same reason. He exacted, harsh . conditions fromulfo Southern States, such ns were only ju tifinble tinder the same view. He had, indoed, restored the Union practically tn December, 1SG5, and if his work had been permitted to stand, by this time th people in good temper and with good snae would have corrected its imperfec tions. Instead oi the ihsoora now pre vailing, which scarcely less than actual war paralyzes industry, there would bo substantial penae- and prosperity. And fwbWs responsible that we are still in the midst of political commotion and in dustrial prostration ? The leaders in the thirty-ninth Congress wore men who believed like Brownlow that the war ended two years too soon and they set deliberately to work anti foruiod the Radical party. K Mr. Lin coln had lived, who, as wo have said, had oarly discerned the diabolical sentiment around which n band of able and cun ning knaves would attempt to collect sucb. an organization, it would have failed. Rut the prosont occupant of. the Presi dency, though a man of stronger intel lect and will, was uufortunately situated to chock those schemes. Ho came to the Executive chair under circumstances which re-aroused nil the bad passions of the war, but for whioh the Southern peo ple were net responsible. He was a Southern ihru by birth, and a Democrat before the war. The villaincus men who had sot thpir hearts on prolonging strife seized on those facts with avidity. They have destroyed the prospect of restora tion; they have prolonged the' wnr; they have substituted military satrapies for the oivil governments which presented thomsajvoa at Washington in 1805 ; they havo placed Brownlow, who is but a poqr, miserable tool of -this party, over .Ten nessee, thoy aro maintaining tlio cx ponsos or Ihe government at live or six times what they should be ; thoy aro re tarding the reinstatement of business prosperity in the South ; they are, in con sequence, crushing the people with taxes while theydro impairing -their ability to pay , in a word, they have well nigh com pletely destroyed the government as;a Federal Union of States with free Repub lican constitutions. When intelligent men come to rote on Thursday, let them tuko this brief retro spect, and they will readily disiovor the source of the woes unnumbered under whiJi we grodn.. Jf it dees not convinae every man who loves his country and his State, and desires the restoration of fra ternal union and concord, and the re sumption of the wholesome ways of pros perity, that it is his duty not only to vote, but to work earnestly to defeat Brown low and the cabal he has about him, it will be another ovidence that popular liberty is easily lost, and that knavery is more than a mat oh for intelligence and uprightness in the art of govorning peo ples. Upon this subject we have a word of warning for the Honorable Mayor. Some ten days ago we published an exposure of the ritual and designs of the Loyal Leagues and the Cirand Army of the Re public. The members of these organiza , tions are sworn to espouso party under all circumstances. They have been pre paring for violence and bloodshed in this city ;on the day of election.- This ex postire has not been and cannot be truth fully denied. The Mayor should be care ful not to appoint one of these sworn enemies of the public pence on the police force. It would be introducing the Grecian horse "within the walls of Troy, hiring men with our own money to cut our throats and destroy our property. We have no objections to Radicals being placed on tho police; but if the Mayor shall appoint n Leaguer or a " comrade " of the G. It.
