The Perils of the Coming Elocttons. To-morrow the people of Richmond will lure the privilege of going to the polla to ?rote for City Treasurer. No other office is to be filled at this election, and the ?Democratic nomine? has no opposition so far ss can be seen or heard of at this time. We should not, however, take anything for granted. If the whites ftiay at homo, the blacks may l?e tempted to seize the 08> txtrtunitv to rush forward and elect some I-.iiublic.iu or Independent. Our folk? Bhould, therefore, keep a close watch upon the poll? and in case danger appears they Bhould sound a general alarm. Our City Treasurer is elected onco in three years. The term of the office is fixed by the State constitution, but an amendment could have been adopted years ngo (there would hare been no opposition to it from any quarter) altering the term to two or four years, as might Lei most advisable, and throwing the election Upon the same day as that of the other city Officers. We hope that some one of Rich? mond's senators or delegates at the next (session will propose such a constitutional amendment. Two legislatures' approval and a popular voto, it is true, will be os Oeutial to put it into force, hut they can lie had without much trouble and with, ?ut price. Right at our doors, in thecounty of Ilen ffico, the most stirring campaign known in* runny years is now drawing to n close. We cannot do better than to keep up our or? ganization and have as little as possible to do in these matter? with turn? who are (plotting for our umloinu'. We May Come Together. There are many people in this State who liare renounced the reading of all articles On the subject of the public debt. It has become tiresome to them, and having lost the drift of event? in this connection they do not find it easy to renew tho old ac? quaint auceabip. Yet it still romains tho gnat State ?mustien in Virginia. There is pone other comparable in importance to it, Bud no event that could hapjien would cre? ate such general joy or cause such great bonfires to be built as the announcement ?f the fact that debtor and creditors woto at peace, and that henceforth our legisla? tive session? might be devoted to more pro? fitable business than that which has occu? pied their attention so much of lata. It is obvious that the bondholders "mean business " now. We advise them to seise this opportu? nity. _ Postal Sayings-Banks. The rostmaster-Ocnersrs " arfament," recently published in pamphlet form, in favor of tho establishment of postal savings-bank? in this country contains many interesting features. It will sur. prise some persons to learn that the United Btates Government is behind so many of those of other countries in respect to these institutions. (Let as ssy here in paren theses that, though the Disfattib began its advocacy of postal savings-liaAks twenty years ago, the I'ostmaater-General does not name it in his list of papers advocating that " reform.") There are |*oatal saving?, banks in Great Britain, Austria, Belgium, Canaila, France, Hungary, Italy, Nether? lands. Sweden, the Australasian Colonies, British Guiana, the Cape of Good Hope, Ceylon, and the Bandwich Islands. Th? fear of "paternal" government has not frightened the people of those countries into opposition to a sytem which promises to them nothing that is not good. The Postmaster-General claims that pub? lic sentiment in thia country favors postal savings-banks "almost unanimously." Charitable institutions of various sorts are united in pressing upon legislators the need of suoh banks. in our recont article on this subject we claimed that the establishment of postal savings-banks wonld result in causing other savings-banks to resort to the best methods ot commending themselves to public favor, ami would thus probably in? crease their business without injuring the postal savings-banks Tho Postmaster. General says that after the lapse of fifteen years the private aavincs-banks in Great Britain had increased their capital bv moro than ten millions of dollars. (Note, their capital, not their deposits.) In 1890 their deposits amounted to moro than three hundred millions of dollars. Tho Postmaster-General argues that pri? vate iustitutions are not open enough of tho time, or at the most convenient hours for working people, or for long-coutinuod periods; nor are they situ?t?-! at all th? convenient points: nor liavethovt- -i centive of philanthropy or of gain t i m dueo them to remedy tttess defect?. Never? theless, as we have said, we expect the establishment of tho n?>w system to result in iresl improvement in the old. If tho people and the press are almost unanimously in favor of the establishment of postal savinga-hanks it cannot be long before they will be found wherover they sas needed._ Tho Koanoke Time? is out in a handsome "special hotel edition," which is largely devoted to pictorial illustrations and letter press descriptions ot the famous hostelrios of Southwestern Virginia and tho Virginia Valley. Some months ago we wrote an srtlels pointing out the wonderful advance this State has made in this matter of hotel?. Formerly we had, in prominent places, too, BOSSS "f the worst in tho world.
