Richmond has Leon incorporated asa cit v moro than a hundred years, and her pro? pres* daring all that time has been kwaadjr, ?rry year on* have increased in wealth and population, and we now liftv? the right to claim something like metropolitan (?reatneaa. Our ordinances, however, aro not all united to our present condition, though within a few years past' many improve? ments have been made in them. It is now no longer permissible for cows ami goat? to go at largo in the streets, ?nd SOOB a aw will go into font? which will prohibit the keeping of bogs within tho corpoiato limits. But other changes arc seen to bo needed, and the Pity Council will soon consider the propriety of revising and codifying tho ordinances, so that necessary reforms may be introduced so that: obsolet? law? may be repealed and incongruous und conflict? ing ones harmonized. It is much tho same work, but on a smaller scale, that the revisers of the Ood? did for the Stnto of Virginia. Before ?HH1 no man could say (with positive assurance that be was right) what was the law of this Commonwealth with respect to a number of important subjects. The revisers patiently plodded through tboCodeof 1H":1 and the Act?, and strucl;. ont what was unnecessary, cleared up what was obscure^ conformed the statutes bo re. cent decisions of tho highest courts, and made tho law harmonious, compact, find intelligible. They performed a great work for Virginia. Few States havo codes tho equals of ours. It is a blessing to the bench. Ifl th? bar, and to tbe people, und is well worth the BOfacy it sogt, Richmond i tu mid havo a municipal Code after this fasbtoa und it ought to be printed in a form whi< h will allow It to be eold cheaply, so that it mar reach th? runandl of people. Such laws as pass the scrutiny <if the reviser, tho ootnaaittect, the City Council, and the Mayor stay bo eOBald. ered necessary and proper aud should be enforced. There are many ordinances now in exist? ence that art? not obserrad, If they are useless or Improper they should be repeal ed, otherwise they should be firmly ese. tuted. Ono of these, to which we Lave referred from time to tiiii?', relata? to fust driving, nnd wits enacted in the b tif public safetv. Ob country roads one may speed his horse, without danger to life; but he cannot ?1?> so in a crowded city, and hence the regulations os Uua ?abject. Ko occasion cun uriso which will Justify the Imperium:: of luinmu life for tho sake of speed. The lire department has no fjuch right. The ftreoi-cur companies have noue. Tho hack-and wagon-drivers have Bone. Tbt OWtM rs and drivers of fad horses have none. The first consideration sh?>uld bo the safety of the people OB the fdreels, and particularly should the public cross? ings be sacred to persons who, in the pur suit of business or pleasure, seek to Croat from one sidewalk to another. If our ordinanci* on this subject arc not btrm gont enough they should bo amended, and heavy fines, and Imprisonment, too, should be visited BBOB SBObpetaoa who recklessly chases a predestriati off a OTOBSlllfl There aro many other city lawi to which public attention should be drawn, and which, if not already clear and eu.. phatic, should be put in shape assy to be understood. This done they should be enforced, ulthough to do it may for a time make the officers of tho law unpopu lar. Our pe iple arc proverbially obedient to law, though they growl a good deal at tunes, but this is umallv a h arm] plosion of wrath, born of a desire ii>>t to be ?listurlM'd in old ways. In tho promised muuicipal eodSw* tea grest possibilities f?r good. It will put us on a metropolitan plane and detach us from tust nus that came to us from the timo wlnn every householder here had hie vegetable i'anl. n and his cows and bou?, and when he harnessed his horses to Ins wagon or carriage and expected pedestrians to " clear t he track " for him. Tho North Carolina Alliance-Men. The etatement in the telegram from Baleigh in yesterday's Dispatch that the secretary of the North Carolina ?State Al? liance was sending out circulars to all tho snb-alliances in that State calling upon them to take notice of what had been done by the Cincinnati Convention em? phasizes what we said last week by way of warning the Democrats not to be too con? fident that the third-party uiovcini nt would not injure the Democratic party somewhat, though not as muoh as it would injure the Republican party. We regard it as an unfavorable sign that the Secre? tary aforesaid should have felt authorized to announce a* if with a flourish of trum? pets that a new party had been born in Cincinnati, and that tbe Alhanco men ot North Carolina must pon? der the subject aud decide whether or not to cast in their fortunes with those of the third partv. However, it is no that the Secretary's language was not well chosen. It can hardly be true that tho Democrats of North Carolina would seri? ously contemplate the abandonment of the Democratic party under existing circum? stances. It would be a reflection upon them to suppose that they would desert that time-honored party for the purpose of strengthening euch an organization as is the low third party, or of supporting such s platform as is that upon which this new party stands. Whatever is good in that platform is Democratic; and whatever is not Democratic is bad. Th* Alliauoe-men of Virginia will look well before they issue such s circular as the one under consideration. Once put out it could never be recalled. The Koch Method? Dr. Kiel vom Uiti, of Asheville, N. C. is one of the physicians who are not dis? posed to allow jsalonsy or soy other im? proper motive to deter them from pro. ?**ding in the work of tatting the ?elue of ?*? *?oa method of curing consumption. Before the Medical Society of North Caro Una, on Fritoy, he read a ,v*ry interesting papar on the subject. It was enthusiasti? cally receivod and will be published by th* society. We Uve gaverai ti met ??aturad to express th* opinion that there might b? a law of universal application and operation underlying tho discoveries ot Jrasxa and Koca. W?have also Mid that there were probably physician* in this city ?agagod in the good work ot aiding Koca *o reach ?powot conclusion*. Well, here wo bare tbe casa of a phyalcitn in Asbe rille, N. ft, ("far front tho madding crowd's ignoble strife") who has irnprored upon Kocii'o method of administration, and done such laudable work in this mat? ter as to win the applause and hearty ap? proval of bis fellows in tho Medical Ho cioty of the Old North Rute. Of twenty, fire of his patients seven wore apparently cured, nine grenily improved, eight im? proved, one slightly unproved, and two riot benefited. One of the case? was, we think, of a patient from Richmond. Where is there another physician who will claim that in all his life ho ever cured sevon cases of consumption ? Election Day. We sound our election-morninf bugle at usual to-day, but though its notes may bo a? stirring as usual so doubt it onr Rich mond people will be moved by thom as perhaps they would if they felt thot they w.r. in the presence of danger. A Treasurer is the only offi< Of wo elect, and for tho of? fice there us but une candidato? tho Dem? ocratic nominee, Mr. John K. Childeev, the prosent incumbent. Ibwever, it will be well to watch, and provide against tho enemy stealing a march upon ns. In HonricothcreisaresJ contest, and wo hope that by sunrise our voters will all bo on the way to the polls?and we trust (and believe) that rictory will crown their efforts. Wherever tho Democrats are arrayed against tbo Republicans they have our sympathy in their go^?d work. Wo want to win to-day's fight in Virginia, and want to j repeat it in November, UBI, and repeat that with red luliled emphasis in 1893. Senator Call's Re-election. We cannot but feel gratified at tho re? election of Senator Caix, of Florida?thut i is, if ho has been constitutionally ro- . elected. Wo ssv "constitutionally" bo- , cause there is no doubt that he was re elected in accordance w:th tho Federal statute providing for the election of l'nit"d States senators. Let us look into the mat? ter. The Federal law provides that United States senators must bo elected in n cer? tain way. Tho first dov tbo two boner s A the Stnto legislature vote separately, and if any person receives a majority o! the rotes cant in each Louse ho shall b I Tinted Statos senator, and shall bo de? clared elected (cm the next day?. If n I POCBOB is thus elected the two houses meet tho next day in joint assembly and vote again, and "the rjttvoa who ?OCeaTOOO majority of all the VOtOn O? the joint us seinlily, a majority >f all tho members elected to both house? being present aud voting, ribnll be declared duly ?looted." On the first dav. a person cannot be elect ed unless he twoeivei a majority of all the votes in eacli houso. Afterwards ho may DO elected if he receives the votes of a majority of the mambert. elected to oof*. housos. Hero is a distinction withadif fOfwoOa, Mr. Oatt did not rocoivo a ma? jority of the votes of all the mom tiers elected to each house, lut did receive a majority of the votes of all tho members elected to DOM houses. Whs ho ?looted? Th.? Federal Constitu? tion Hitvs that United Stutes senators must be eJOOtod bj tho Legislatures of th? seve? ral Stutes. "Was tho body thai elected Mr. Cali, the Legislature, of Florida? It was a " joint assembly " of members of tho two houses of the Legislature; but it was not the Legislature. Tho qvootioa is a new one. Tho United States Senate will have to decido it. The courts cannot. The Davis Monument Wo dislike to cull upon I eo Camp fo otten. but reallv unless it tut Ik-rs a move? ment to miso money for the Davn monu? ment we f? ar that Richmond may fall short of her duty. It is proposed to raiso tho money first and deoide npon tha location of tnemon uirH nt afterward?. Very probably it will bo erected over his grave, god tri to where that is to be Mrs\ Davis and her children have cot yet decided. Our duty, bowOTer, is plain. We should give liberally. Mr. DATfg WM on.? of us for four years. Ho always wrote and spoke of this city with front affection. We believe that he loved our people well, and for his own sake, as well as for that of tho great cause f. r which ho labored and suffire.1, we. ought to do our part readily and heartily. Let Camp is the great contrai organiza? tion here of Confederate veterans, and whilo we know that tho care of the old soldiers and other righteous demands upon its treasury OXchldo tho idea that it will be able to give much to tho monument fund, we trust that it can find it conve? nient to become the patron of the move? ment bore? It has much todo; its hand? arc full, wo know; but Dr. HoOM nays that it is to the busy men he always confidently turns for help. Whether lUehnond is or is not to have tins monument our duty is so oerfectly eil u that wo must believe that an legali? zation has only to be effected to bo fol? lowed by gratifying results. June 18th is the day set opart for demon? strations all over the South in favor of this in. .y nient to roiso a monument to tho Confederate President. The Insano. A bulletin just issued by the Con?us Bureau states that tho total number of in? sane persons treated in both public and privato institution? in the United Statos during the year ISsO was 07.6S5, whilo during tho year IHsi there wore 66,205 treated, showing an increase in the nino yeata of 41 ,:t:i0, or 73.53 per cent. This per .?.?lira.-., of increase, when compared with the percentage of increase of population in the last decade?namely, 24.86? "does not indicate an increase in the proportion of insane persons to population, but rather a great increase in the amount of asylum accommodation provided aud a willingness on the part of the public to make full use of all the facilities thus providod." The figures for the actual number of in. sano in the Datted States cannot be deter? mined until tho work of eliminating all duplicate reports of case%lias been com plated, _ "Southern Financial Intorcsts" is tho title of an article from the pen of Mr. John Lj Williams which appears in TV Forum, just at hand. Mr. Williams, besides being a practical man of business, is one of the most vigorous and graceful writers in this city, aud in this contribution he statos im? portant facts in a way that must entertain and instruct the roadtr aud provo of value to the South.
