IS.— China 4s on "the A-erge of another Boxer upris ing, which may equal that of 1500, accord- Ing to mail advices received at, the State ■•' D«gsartment from Minister Conger, dated >j»st month. The.troubles appear to arise principally from external taxation, com bined with resentment at the presence of -nisslonarics. Mr. Conger's first advice bears date of August 6th, from Pekin, and he reports eptJous. anti-foreign riots near Chen Tiv inth« province of Szc-Chuan. iniwhlch a k number of native Christians had been massacred and chapels destroyed. Mr. Conger appears to have acted with emer gency on telegraphic complaints from Ur; Canright. an American medical mission--; «rv at Chen Tu. not only addressing the Chinee Foreign Office by letter, but call ins there in person, to impress upon the officials the importance of immediate and effective action, and finally succeeding in causing the removal of. the local Chinese MTidals who failed to repress the riots ana preserve life and property. • Mr. Conger encloses with his report the communication that passed between bim s«lf Dr. Canright. and the Foreign Office. Under date of June 20th. from Chen Tv, Dr. Canright telegraphed: "Sze-Chuan re peating nineteen hundred. Chapel burned: ten Christians killed. Boxers multiplying tor months: officials taxed." _ Mr Conger immediately telegraphed Dr. Canripht to demand adequate protection for missionaries, and to protect the native Christians from the local officials, lie al so addressed a note, to Prince Chmg. at the Foreign Office, statins that there were several American missionaries and many chapels and; converts in Sze-Chuan. and thsit it was necessary that immediate provision be taken to stamp out these troubles at their very Inception.^ _ PRINCE CHING -PROMISES ACTION. In answer. Prince Ching . enclosed a copr of an imperial edict, saving: "Such fierce lawless outbreaks should certainly be quickly put down. They must on no account be allowed to spread. We com mand Kwel Chun to . strictly - order the troops to disperse the rebels and their followers: to seize the ringleaders, and to punish them according to the rigor of the law, and so. nip the rebellion. m the bud." . . • Another dispatch from the Foreign Of fice to Mr. Conger, dated July 3d. states that the Viceroy reported that the mis sionary killed was a Chinese, and that quite a number, .of leading Boxers Bad been captured and punished, and a sharp lookout was being kept for those still at large. ■-■■ Mr. Conger again had occasion to ad dress the Foreign Office on July SOtH. Informing them that Dr. Canright had again reported that robberies, and massa cres were occurring daily; that all were in great danger, and that he had de manded protection In vain. The minister urged the Foreign Office to take more ef fective measures, "in order to avoid the fearful responsibility of a. further loss of life and property." ' The Foreign Office re plied that several edicts had been issued* directing the Viceroy to .; suppress the troubles. A letter of later date from Minister Conger transmits two imperial edicts, ordering several changes among provin alal officials as a result of the disturbances The most important of the changes, "Min ister Cor ger states, is the removal of K^ei Chun 'as Viceroy of Szfi-Chuan province, because. of his failure to sup press the recent i serious disturbances in | the territory under his jurisdiction. Throne Issue* Strong: Command. . PBKTN, September 18.— The fftrone has strongly commanded the officials of Sze-: Chuan to suppress the rebellion in that province .' Attack on Chen Tw Fn. PEKIN. September 18.— The "Boxer" at ; tack on Chen Tv Fu. capital of Sze-Chuan province, in which 50,000 Boxers made in effectual attempts to take the city, be . gan September 15th. When the rebels en deavored to enter the city, a conflict en sued. The attackers were driven back, \ and the pates of the city were closed and guarded" by 8 troops. Soldiers quelled the disorder within the city. Fourteen Box «r leaders and several other rebels were executed. A new Viceroy and new mill-.. tary officials are now on their way to . Cbcn Tv Fu to assume charge ; there. The United States. Minister to China, Mr. Conger, . and the. French' Minister, are urging the Prince to take prompt ac tion toward subduing the insurrection. ' Samuel , Tyree was born in- LynchSurg January 17, 1823, being the son of Ricßard Tyree and Mildred, daughter of Archilles Douglass, of Campbell county. -The' Tyree and the Douglass families were early set tled in Virginia, both being of the . Quaker faith. * in: which Mr. Samuel Tyree: was also brought up. although aB a young man" he became identified with -St: Paul's Epis-" copal , church. ;and had- been a member for forty years/ ; ' ' ,As a: young man, Mr. Tyree 'entered' business .with , his father, . in the firm -of Holcbmbe'& Tyree. the first concern ; to sell tobacco by, auction in this city. After the death of his father he and his. brother, John H.. continued in the tobacco com mission business, becoming widely known and having a large trade. 1 "After. the" close of the' war, Mr. Tyree engaged in the real estate business! and in ' 1888 ■ formed a partnership with Mr. G.
