[Special to The Ttrnes-DispaUh. i Washington, ?. C. February 21.? Virginia's coal production is threaten? ed with serious injury because the House to-day adopted an amendment to the naval appropriation bill which forbids the government from hereaf? ter spending a single dollar for coal to be transported to the Pacific coast. At the close of a rather heated dis? cussion on the question of coal sup? ply, an amendment was placed in tite bill forbidding the department to transport coal from the Atlantic to the Pacific Ocean, and authorizing the de? partment to buy coal In British Colum? bia if the American dealers on the Pa? cific coast should arbitrarily raise their prices. The amendment was framed by Rep? resentative Humphrey, of Washington, who opened the. session by declaring that the Navy Department used Poca hontas coal exclusively, and has ncyei given Pacific coast a complete test. M.r. Humphrey insisted that Pad lid i oast coal is nearly, if not quite, as olllciont for steaming as coal from the Pocahontas held. Representative Underwood, of Ala? bama, declared that "the closest cor? poration in this government is the combination between these Pocahontas < oal people and the Navy Department, and thi~ has been true for twenty years." That the effect of this law will be a big curtailment of the Virginia coal mines. If It passes, seems imminent. There Is a strong probability, how By Trie Valentine Auction Co.. C, February 21.?In? timations of an undue control over the Navy Department by the Pocahontas Coal Company were made In the Houso to-day by Representative Underwood, of Alabama. j "The closest combination in this gov? ernment is the combination between the Pocahontas Coal Company and the Navy Department." said Mr. Underwood. ' What control these particular people ha?'e over the Navy Department 1 don't know, but it is the only roallield in the country that can sell to the gov? ernment. They have drawn millions out <f thr> Federal treasury. During the Spanish War Alabama offered as good steaming coal at $3.25 a ton. but! the Navy Department shipped Pocahon? tas coal to Tampa at a cost of $:>.S0 a ton." Representative I-Iobson declared that, the naVy is doing nothing to encourage the development of appliances that will make cheaper coal available for the navy. "I wish to register a complaint against the policy of the navy," said Mr. Uobson. "It la a policy of retro? gression. The department is not show? ing the diligence and interest that would ultimately save millions to the, government.-' Represcntatice Pearre, of Maryland, declared that if any collusion exists, between the officials of the navy and the .big coal operators. Congress should | make u thorough investlgatjon. The protest of members was against exclusion by the Navy Department of! other coals, particularly Alabama and I Pacific coast coal. Representative : Mondell, of Wyoming, declared that the I navy could use the Pacific coa^t coal: and oil with the greatest economy, but I instead was sending West Virginia coal I around Cape Horn to the battleships j on the Pacific 'oast. Chairman Foss, of the Naval Affairs Committee, replied to the criticisms of , the Navy Department by saying that the coal now used by the navy Is chosen because of its higher efficiency. "It. la ridiculous for any one to stand hero and denounce the Navy Department, said Mr. Foss, "for no other reason than that they want to get their own State's coal Into the bins and bunkers of the navy." An nmendment offered by Represent? ative Humphrey, of Washington, to prevent the Navy Department '?from transporting Atlantic coal to the Pa? cific coast was adopted. This amend? ment! Is designed to compel the navy to purchase on the Pacific coast, all I coal used for the fleet while in Pacillc ! waters.
