Tlie patent laws have remained practically unchanged since 1S70. The President gave several reasons to j show the need for a change. He re- ' ferred to tho recent "patent monopoly" decision ot the Supreme court, through I which users of a certain machine were compelled to buy from the company Which sold the machine a certain kind of Ink for use with It. and enumer? ated live other r.asons which he said demanded revision of tho patent laws.
