Rcsevelt In the Supremacy of the Law This is an era of great combina tions both of labor and of capital. In many ways these combinations have worlad for good, but they must work under the law, and the laws concerning them must be just and wise or they will inevitably do evil: and this applies as much to the richest corporation as to the most powerful labor union. Our laws must be wise, sane, healthy, conceived in the spirit of those who scorn the mere agitator, the mere inciter of class or section al hatred, who wish justice for all men; who recognize the need of ad hering'so far as possible to the old A meriean doctrine of giving the wildest possible scope for the free exercise of individual initiative, and vet who recognize also that after combinations have reached ci certain stage it is indispensable to the gen eral welfare that the nation should exercise over thi m, cautiously and with self lestraint, but firmly, the power of supervision and regulation. The man who by the use of his capital develops a great mine; the man who by the use of his capital builds a great railroad; the man who by the use of his capital, either in dividually or joined with others like him, does any great legitimate busi ness enterprise, confers a benefit, not a harm upon the community, and is entitled to be so regarded, lie is entitled to the protection of the law, and in return he is to be r( quired himself to obey the law. The law is no respecter of persons. The law is to be administered neither for the rich man os such nor for the poor man as such. It is to be administered.for every man, rich cr poor, if he is an honest and law abiding citizen; aid it is to invoked against ai y man rich or poor who violates it. without regard to which end of the social scale he may stand; without regard to whether his t)flense takes the form of greed and cunning or the form of physical violence. In ? either case, if he violates the law, the law is to be invoked against him. andii so in voking it I have the right to chal eng e the support of all good citizens and to demand the acquiescence of every good man. I hope I will haye it; but once for all, I wish it under stood that even if Ido not have it I shall enforce the law. (Speech at Butte, Mont., May 27, 1903 ) City Council Proceedings. Special meeting of the common -council of the city Washburn held at the office of the city clerk May 10th 1904. The meeting was called to order by Mayor W. H, Irish at 8:00 o’clock P. M. Present—Goddard, Stevens, O'Sullivan, Ungrodt, Dunn, Wm Olson. Stockstad, Dukelow, Gilbert Olson, Oscar. Calder, Sweet, Mon nette, Lehaie, Lemieux. A b sen t —Nelson. The following recramendation was read and upon motion adopted: To the Honorable Mayor and common council:# We, the undersigned committee, to whom was referred the verbal communication of Nelson Young and Ben Butrick, recommend as fol lows: That .the city clerk make out an order on Posey & Cos., for SB.OO in groceries for Nelson Young a :d that Ben Butrick receive no as s santce for the present. Stevens, was adopte all voting aye: Whereas, the city of Washburn was last year presented with a Wa ter Fount ian, same to be placed in position on some prominent corner in our city. Nothing has been done towards placing it in position for use up to the present time. There fore be it Resolved, by the common concil of Washburn that the street com missioner be and is hereby instructed to place same in position for use in whatever location this council may direct. (Signed,) E. C. Stevens. City Attorney John Walsh, sub mitted the following recommenda tions. To the Honorable Mayor and common council of the city of Washburn: Gehtlemen: I have investigated the matter of the right of way on the west line of the west half of the northwert quarter of section seven, in township forty-eight, north of range four west, and I find that the town of Washburn, did four years ago build a road on said line, about a quarter of a mile long, without first getting a realease of damage from ,T. N. Kinney owner of the west half of the northwest quarter of said section seven. The road is not therefore a legally laid out highway. The said Kinney now threatens to close the road, which he has a right to do. I would advise that the council take steps to adjust the matter with Kinney, by paying him something for a release of dam age on account of the laying out of said highway. Respectfully submitted, John Walsh, City A ttorney. It was moved and seconded that the right of wav of Mr. Kinney be referred to the committee on streets and bridges. Motion carried. The communication of Robinson & Olson offering an amendent to the dog ordinance was read. The following ordinances were in troduced for a second reading and azted upon as follows: An Ordinance to prevent nui sances, and to provide for the clean ing of streets, alleys and public grounds. It was moved and seconded that the ordinance be adopted as read and was carried by the following vote: Ayes —Goddard, Stevens, O'Sul livan, Ungrodt, Dunn, Wm. Olson, Stoekstad, Dukelow, Gilbert Olson, Oscar, Calder, Sweet, Monnette, Lehaie, Lemieux. And ordinance 1 to regulate the speed of bicycles on walks. To pre vent riding of bicycles on walks of main street. To prevent coasting, to regulate the use of lamps on bicycles. To provide bicycle riders giving warning of their approach to street crossings or walks. It was moved and seconded that the ordinance be adopted as read, and was adopte, by the following vote: Ayes —Goddard, Stevens, O'Sulli van, Ungrodt. Dunn, Wm. Olson, Stoekstad, Dukelow, Gilbert Olson, Oscar, Calder, Sweet, Monnette, Le haie, Lemieux. An ordinance to provide for licen sing the keeping of dogs, to prohibit the running at large of dogs and authorizing the destruction of the same in a summary manner when at large contrary to the provisions of this ordinance. The ordinance was adopted by the following vote: Ayes—Stevens, Goddard, O'Sul livan, Ungrodt, Dunn, Wm. Olson, S. Stockstad, Dukelow, Gilbert Olson, Oscar, Calder, Sweet, Mon nette, Lehaie, Lemieux. It was moved and seconded that the clerk be instructed to procure dog checks and necessary receipt blanks, etc. Motion carried. 2, Attorney McLeod and D. M. Maxcy appeared before the council in the interests of the Atlantic Manufacturing company and asked their territory be detached from the citv of Washburn. An ordinance detaching sections 23 and 24 of township 48, north of range 5. west was read and upon motion was adopted by the following vote. i\yes —Goddard, Stevens, O’Sul livan, Ungrodt, Dunn, Wm. Olson, Stockstad, Dukelow, Gilbert Olson, Calder, Sweet, Monnette, Lemieux. Nayes —Oscar, Lehaie. Mr. McDonald, of Ashland appear ed before the councii in behalf of the town of Eileen and the old town of Washburn and petitioned the council that they take some action to bring about a settlement be tween the city and the towns mem tioned. It w 7 as moved and seconded that a committee of two, consisting of mayor Irish and city attorney Walsh meet with the representatives of the above mentioned w tovvn and arrange for a settlement. Motion carried. It was moved and second ed that the rules be suspended on the reading of the cow ordinance. Motion carried. It was moved and seconded that the rules be suspended in the read ing of the cow ordinance. Motion carried. The following ordinance was pre sented for second reading. An ordinance to prevent cattle, horses, sheep and hogs from run ning at large within certain describ ed territory in the city of Wash burn and to provide for disposing of such cattle, horses, sheep and hogs found running at large in such territory. It was moved and seconded that the ordinance be adopted; and it was adopted b/ the following vote: Ayes —Stevens, O’Sullivan, Un grodt, Dunn, Wm. Olson, Stockstad, Dukelow, Gilbert Olson, Oscar. Calder, Sweet, Monnette, Lehaie, Lemieux. The recommendation of the com mittee on streets and bridges was read, asking that the bridges on four mile creek road be repaired, that the hole in front of Vincent Joanis’ place be filled and the street commissioner be so notified, was adopted, all voting aye. The committee on finance report was read. They stated that both banks were interviewed regarding a loan and that the Bayfield county bank would loan the city money at the rate of six per cent per annum. It was moved ands conded that the report of the committee be adopted and the committee be in structed to make proper arrange ments to borrow a m c a s iry amour, t of money to meet Current running expenses. Motion carried, ail voting aye. It was moved and seconded that the poundmaster receive 130.00 per month for the first seven months and he to have half the fees connect ed with the position. Motion carried. The following resolution was adopted: Be it resolved that the public pound of the city of Wash burn be locaten on the premises of about East Bayfield street in said city. E. C. Stevens, M. M. Sweet The water hydrant at the old city hall reported in bad order, was re ferred to committee on water and £e werage. There being no further business the board upon motion adjourned.
