Norway Breaks From Sweden. The storthing of Norway yesterday, declared that the union between Sweden and Norway had been dissolved, and that King Oscar has ceased to act as king, of Norway. The storthing has virtually dethroned the king and empowered the present state couifcil to act as the government of Norway. r l he Norwegian declaration of independence is short and is as follows; “Whereas, all the members of the-Council of state have laid down their offices, and “Whereas, his majesty, the king, has declared himself unable to establish anew government for the country, and “ Whereas, the constitutional regal power thus becomes inoperative, the storthing authorizes the members of the council of state who retired today to exercise until furthei notice as the Norwegian govemrent the power appertaining to the king in accordance with Norway’s constitution and existing laws, wiflr those changes which are necessitated by the fact that the union with Sweden under one king is dissolve and in consequence of the king having ceased to act as a*Norwegian king." An address to the king* has been adopted. It declares that no ill feeling exists ngainst him, his dynasty or the Swedish nation, and asks him to co-operate in the selection a young prince of the house of Bernadotte to occupy the throne of Norway. King Oscar has replied that he has “received the communication of the council of state, ahd records the most decided protest against the method and action of the government.” Learned Norwegians declare that the present trouble will result in a republic for* Norway. There is but little probability that anything can induce the Swedish andNorweg ian people to go to war over the matter, as their relations are too cordial. The friction with the king has grown out of the long-pending dispute as to the consular service, which is occupied almost entirely by Swedish subjects, the Norwegins being ignored, notwithstand ing they ear ry on great foreign commerce, while the Swedish people have a very small l foreign trade. Reasons for Great Victory of Togo. Tokio. June 3. — The cardinal causes of Bojestven sky’s defeat in the view ot’ Japanese naval experts, are as follows: 1. An imperfect reconnoissance and incomplete, faulty and misleading intelligence. - 2. An imperfect battle formation, which indicated that Rojest vensky did not expert to meet Togo off Tsushima. 3. The weather, the direction of the wind and the sunlight were unfavor able to the Russians, Togo having the sun behind him and firing with the wind, while the Russians had the sunlight in their eyes and fired against the wind. 4. The Russians wasted their ammunition and eventually ran short. It is believed that the surrender of Nebogatoff was necess ary because his ammunition had been expended. 5. The marked inferiority of the Russian gunnery. A Russian view of the reasons for Togo’s victory is voiced by the captain of the Uemitri Donskoi, as follows: lam sure no navy in the world is like the Japanese. Non-com missioned officers and men are cool and so brave as to be almost demons and not human beings. Their officersare equally calm and great strategists. Their whole combination on the sea is immovable and as impassive as a rock. We made a foolish mistake in trying to force the Tsushima straits. Now I weep with tears of regret. To Proclaim Ihe Fame Of Togo. Tokio, June 2. —In response to thousands of suggestions and inquiries received, the navy department has decided to erect an enormous lighthouse on Okiqo island as a monu ment to commemorate Admiral Togo’s great naval victory over the Russian fleet in the battle of the sea of Japan. It is planned to have the light show for a distance of eighty miles, practically covering the entire scene of the battle. This plan has been adopted over all others because the monument will be near the scene of battle and stand constantly in the sight and memory of the officers and men of the Japanese navy. If there should be a future war it will prevent disaster similar to those which overtook the transports Hitachi and Sado. Fond dll Lac, Wis., June T. —Fond du Lac is battling with the worst flood in its history and with threatening clouds overhead and more rain the whole city may be under water before another twenty-four hours. The Fond du Lac river and both its east and west branches and the De Nevue creek are raging torrents, send ing water over the banks for miles beyond. Nineteen thoroughfares are covered with water. The downtown basements and residence cellars are flooded. Business houses and manu facturing concerns will suffer heavily. Crops in rural districts and gardens are practically ruined. The damage so far is estimated to reach aboui SIOO,OOO in the city and North Fond du Lac, with possibly twice that amount in the country. The flood is the result of a storm which started Saturday and has con tinued ever since. Water on several, of the streets of the West Side is from seven to ten feet high. The storm since Sunday has been general in the state and much damage has been wrought to railroad prop erty, crops and general business in terests. Norwegians Meet in Fargo. Fargo, N. D., June 7. —There were thousands of Norwegians here from all over the United States to attend the annual meeting of “Det Norske Selskab of America,.” Prominent Norse men of lowa, Wisconsin, Minnesota and the Dakotas were present in large numbers. The following officers were elected: Vice president, Professor A. A. Veblem, Iowa; secretary, Carl Han son, Minneapolis; treasurer, A. A. Trovaton, Fargo; editor of quarterly, W. Justice Harlan of the United States supreme court was the guest Thursday night at a banquet given in honor of his seventy-second birthday by the Louisville (Ky.) Bar association. Henry Birnberg, employed in the draughting department of the Ameri can Hoist and Derrick company, St. Paul, was struck by a casting and in stantly killed. His neck was broken and both his arms were fractured.
