SAYS HE’LL USE RIFLE.
Dietz Defies Court’s Injunction and
Threatens to Shoot.
Chippewa Falls, Wis., April 13.—Loe
driving on the Thornapple river below
the Cameron dam, began yesterday.
John Dietz, who has held the Cameron
dam and 20,000,000 feet of togs above
the Cameron dam for a year, asserts
that he will not obey the federal court
injunction ordering him to cease inter
ference, and warns the drivers not to
proceed above the dam. Attempts
will be made in a few days, it is said,
to move the logs under the protection
of federal marshals. Dietz announces
that he will use his rifle should the
drivers cross the dead line he has es
tablished.

DUNNE FAILS
TO END STRIKE
employers refuse offer of
MEDIATION.
WOULD ARBITRATE PART
Unwilling to Allow Teamsters to Set
tle Difficulty for Garment Makers
—Conflict to Go on —Several Dis
turbances Caused by Sympathizers
of the Union Strikers.
Chicago, April 13. —An effort was
made yesterday by Mayor Dunne to
have the controversy between Mont
gomery Ward & Co. and their strik
ing employes submitted to arbitration.
It was unsuccessful and the indica
tions are that the struggle will be
continued until one or the other of
the opposing elements offers to com
promise the difficulty. Upon the so
licitation of Mayor Dunne the execu
tive committee of the Chicago Em
ployers’ association, the organization
which is taking the leading part in
the fight against the striking team
sters, visited the city hall. They
were urged by the mayor to agree
to the settlement of the strike by ar
bitration. The mayor offered to act
as mediator, but the proposition was
declined by the committee. They
explained to the mayor that the team
sters had broken their agreement
with Ward and company by ordering
a sympathetic strike in order to
bring about a settlement of the gar
ment workers’ difficulties, and there
fore there was nothing which could
be done toward the settlement of the
trouble by mediation.
Earlier in the day the employers
and labor leaders were in conference
trying to agree upon a basis of settle
ment. The employers offered to ar
bitrate the teamsters’ strike alone,
but not that of the garment workers.
The teamsters declared that this
would be utterly impossible and the
negotiations were declared off.
There were several clashes between
the police and strike sympathizers
who blocked the streets and har
rassed non-union teamsters. No one
was seriously hurt.
SIX RAILROADS
HAVE MONOPOLY
Chicago, April 13. —Railroad Rate
Legislation was the subject for dis
cussion at the annual spring meeting
of the Union League club last night.
The speakers were George R. Peck,
general counsel for the Chicago, Mil
waukee & St. Paul railroad; C. A.
Prouty, interstate commerce commis
sioner, and Judge Peter S. Grosscup
of the federal court. Commissioner
Prouty asserted that there had been
great discrimination practiced by the
railroads in making rates to shippers
and that the greater part of this dis
crimination had been effected by the
rebate system. Some progress had
been made, he declared, toward the
eradication of the evil, but there
must be an amendment to the present
law and it must include the private
car jines, terminal railroads and ele
vators. He declared that six rail
road systems had control of 55 per
cent, of the total mileage and two
thirds of the gross receipts from the
traffic throughout the country, and
that they were practically a monop
oly. A railroad monopoly, he said
was the most injurious the citizens o“
this country could have to contend
with. Mr. Peck discussed the other
side of the opposition.
CIVIL SERVICE
BILL KILLED
IN ILLINOIS
Springfield, 111., April 13. —The civil
service bill drawm by the Illinois Civil
Service league, applying a civil ser
vice merit system to all departments
of the state government, was yester
day killed in the house during one of
the most exciting sessions of the leg
islature. Then the house took up an
other civil service bill, applying civil
service regulations to all state charit
able institutions, and passed it.
The committee on municipal cor
porations introduced two bills in the
house, one giving municipalities the
power to regulate gas and electric
light and heating rates, the other
giving municipalities the right to es
tablish and maintain gas and elec
tric plants. The bills are sweeping in
their nature tnd their friends are con
fident that they will pass.

SOME FAMILIAR PHRASES.
The author of this celebrated
phrase, “a ifellow-feelimg makes one
wondrous kind,” is attributed to the
author-actor, David Garrick, who, up
on his retirement from the stage, in
1776, recited the following verse,
among others:
“A veteran see! whose last act on
• the stage
Intreats your smiles for sickness and
for age;
Their cause I plead; plead it in heart
and mind;
A fellow-feeling makes one wondrous
kind.”
To speak of castles in Spain was,
at one time, common as a synonym
for imaginary possessions, or fantas
tic dreams. The ancient proverbial
phrase arose from the fact that there
were no castles in that country, but
only cabins and small houses ' at long
distances from one another. The rea
son flor this /was to prevent the Moors,
who made frequent sallies into the
country places, from seizing on strong
castles, which would serve them as
places of retreat.
The origin of the phrase, ‘ a policy
of pin-pricks,” is attributed to Napol
eon Bonaparte. At his meeting with
the czar of Russia at Tilsit, June 22,
1807, ihe is reported to have said:
“Nations should avoid the pin-ipricks
which forerun cannon shots.—An

THE LIGHTNING EXPRESS.
Down grandmother’s banister rail
Swift as the wind I slide;
I’m the engineer that never knows
fear,
And 1 travel far and wide.
Each time I rush upstairs,
Grandmother cries, “Don’t fall!”
When, whiz! I drop without any stop
Bstween Boston and Montreal.
I hurry again to the top.
Oh, my! it is such fun!
And then, I’m off again
And arriving at Washington.
Once more J am off like a flash,
To carry the New York mail.
I am sure you would guess ’tis the
lightning express
On grandmother’s banister rail.
Youth’s Companion.
Andrew Carnegie’s pet aversion is
tobacco. At his York residence
one evening recently he gave a dinner
and, as usual, was a genial host. Aft
er t/he coffee Mr. Carnegie confessed
his dislike of smoke in such a way
that plainly indicated he would be dis
pleased if any of his guests availed
themselves of the opportunity to re
tire to the billiard-room. Two of tne
guests, hungry for a smoke, ignored
the inference. Scarcely had the butler
passed the spirit lamp when little An
drew appeared at the billiard-room door
and informed them that a reading was
in progress in the drawing-room; per
haps they would prefer to leave their
cigars to hear it. The two never
moved an eyelash. Within a few
minutes the hosit sent the butler twice
to remind the smokers of the reading
In desperation they deserted Lad}
Nicotine, and now Mr. Carnegie wih'
have a hard time getting them to an
other dinner.
