ELFORD PROMOTED. 5' .ft was no surprise to the local mana gers of the several life, insurance com panies, in Fargo, to hear this morning that Albert S. Elford, agency manager of. the Neyv. York Life Insurance Co. in this city,. -had received notice of his promotion to the head of a depart ment in St. Paul for the same company Jtl the state of Minnesota. It js stated thftt the change is to take place almost immediately, but who Mr. Elford's suc cessor will be is not known, but there uld be no surprise if it should be Mr. imilton, one of the very successful writers for the company at Grand Forks. While Mr. Elford is to be congratulated tljere will be general regret because of his departure from the state for he is an all-round good man and citizen. A leading life insurance man speaking of tbe matter said that the New York Life cajmpany had nothing too good at its exposal for Mr. Elford for he has lit eftdly earned all that there is coming to him. **. Board of Optometry Meets ttem To to Examine a Class* Tomorrow the state board of examin ers in optometry will hold an examina tion for opticians throughout the state wjio failed to register, within the time Described by the law, passed by the last legislature, to regulate the practice of optometry within the state of North Dikota. The members of the board, A. P. Wold, of Langdon, president Messrs. Louis Hanson, Devils Lake A. W. Blakely, Minto, and D. D. Sullivan of this city are already here, and E. A. Nel son of Hillsboro, secretary, is expected an the evening train. There are about thirty candidates to submit themselves tci examination and the board looks for tjjem all to be present. Y If reports are true there wilT probably be'a widespread, movement among Northern Paci^c employes to put away the evils of the flesh and "turn over a new leaf' 011 New Year's ^day. Beginning with Jan. 1 there is to be a much stricter supervision of the con duct of employes, and to be seen taking a drink of intoxicating liquor will be suf ficient ground for immediate discharge from the service. President Howard Elliott and the prin cipal officials of the system are in tbe west on an inspection tour and the ex act extent of the new restriction cannot be ascertained. The reports originated from statements said to have been made just prior to the inspection trip by a prominent operating department official. On Jan. 1. he is quoted as saying, the Northern Pacific will enforce a rule that the use of intoxicants, whether on or off duty, will be considered sufficient grounds for discharged from the ser vice. Several of the big systems of the east during the past two years have adopted similar rules for their trainmen, engi neers. conductors and other employes, and have found that an improvement in discipline and efficiency has resulted. It is 011 these grounds that the Northern Pacific will adopt the new rule. .. An operating official of one of the big systems, when ajfc^^for. his opinion of the value of suc»fesMctions, said: Rules against the use of intoxicants •*Aul to increase the efficiency of the employes. Strict discipline is not irk some to the men who take pride in their record and have the interests of the road at heart, and it helps keep the men who care less about such things in line. Ii it is worth while to prohibit the use of intoxicants while 011 duty. 1 do not see that it is not equally worth while to prohibit intoxicants entirely. If the men know they can drink when they arc off duty they are less likely to ob serve strictly the rules while on duty| It is a good rule. TELEGRAPH VS. TELEPHONE. Granville Record: The linemen have been busy this week stringing the wires up the branch line, and they are install 1 infg telephones at the stations instead of telegraph instruments. The com pany has no explanation to offer for this departure, which is not in sympathy with the operators, and many requests to be stationed on this branch, have been withdrawn. It is a well known fact that an oper ator away from his instruments is like a fish out of water and one of the most uneasy and lonesome of mortals, and the prospect of being located up the branch with possibly one train a day and no clicking instruments foi? a 6?ni panion. is not very alluring. v GOOD FARMERS WANTED. The football team of the North Dakota Agricultural College has gone out of training for the season, as no games could be arranged for the eastern trip on account of the cold weather. The boys met Saturday night and discussed next year's plans. Right Half Back Spelliscy was chosen captain for 1904. Spelliscy is one of the greatest workers on the team and a consistent groynd gainer. Te is entitled to thg honor for his splendid work. He was a sub on the team in 1901 and has been right half for the last two yeprs. Barring his ten dency to grow excited in. a contest Spelliscy is one of the best football play ers in the northwest. He has a host of friends both in and out of the college, who will be glad to learn of his selection as captain of the team next year.
