In his position as assistant superintendent of constructio, Carpenter had charge of certain accounts and ne Is alleged to have converted a considerable portion of this to his private use. He left his work about a month ago and the pur chase of a farm at Ferris, Minn., aroused suspicion and an investigation of his accoounts was set in motion with the result that a warrant for his arrest was issued in Fargo a week ago. It is believed that Carpenter is hid ing in the vicinity of Bemldji and an officer Is scouring the country and ex pects to land him very shortly. That officials who serve paperson witnesses in land contest cases should notify th« witnesses that they are en titled to compensation for their ser vices was the statement made yester day In federal court by Judge c. The Judge spoke very strongly on this point !n the Torgaard case and he wants it understood that If United States land officials expect to get con victions where the witnesses fail t» appear before them when summoned i that they must inform the witnesses about their rights to fees. I The rule In land contests Is that i when a man Is summoned to appear before any land office as a witness In a lad contest case that he has a right to demand fees covering hi: traveling and other expenses before answering the summone and If the fees are not forth coming he can refuse to comply with the summons. The man Peter Torgaard of Mlnot, who was found guilty of falling to answer to such a summons yesterday, did not know his rights in such mat ters and for that reason failed to make any demand for the fees and therefore when he did not appear ho laid himself open to conviction.
