Against Disposing of their Lands.

tary of tho Interior Hitchcock is
vary indignant over tho state
ments that the persons who
drew tho lirst choices in the El
Reno nnd Lawton districts of
tho Indian lands recently thrown
open for settlement were pro
paring to sell their claims to tho
highest bidder and that the oill
cers of tho general land, office
would not bo able to enforce the
provisions of tho homestead law
against such transfers.
Secretary Hitchcock said that
on previous occasions when land
was thrown opon for settlement
it may havo been possible that
such transfers wore made,
owing to a lack of proper regis
tration facilities. Tho introduc
tion of tho now system of allot
ment aud the caro that has boon
exorcised on this occassion in
keeping tho records would pre
vent effectively any such laud
juggling by speculators. Ho
pointed out that by tho terms of
homestead law live years must
elapse botweeu tho taking out of
a title by a settlor and tho per
fection of tho title aud payment
of the liual feo. Duriug tho in
terval tho settler must live
upon and improve his property,
and any transfer of his rights
beforo the expiration of tho five
year limit would invalidato tho
title to Iris claim. It would be
absolutely impossible, Mr.
Hitchcock says, for land specu
lators and boomers to ovado the
law on a single instance at the
present opening, owing to tho
detailed accuracyof tho methods
of registration and allotment.
