The approaching ndHlKptuant Of congress has cusfl ; tho i inuihn Territory people to realise that iPoTlimr'IR' to be bad at this session on any of the msiiy luipoftant nlon&uros now perAl lag before the house and senate that they must bestir themselves. Accord ingly thore line been a general gettlnR together. Indian Territory Is particularly well represented at the present tlmo. I. L. Sopor, of Vlnltn, V. II. Darrough, of Vinlta; V. M. Mollotto of Viulta; Robert L. Owons, of Muskogee; Thomas H. Smith, of Muskogee; W. H. P. Trudgoon, of Purcoll; Loo 13. Honnott, of Muskogeo; Moman I'rueitt, of Pauls Valley; W. II. L. Campbell, of Ada, nnd Joseph F. Swords, of Sulphur, aro among those present in the city at this time. They are all urging congressional legislation In favor of certain propo sitions. For the first time the people of the Toil Ian Territory aro beginning to rea lize that the only recognition tho Territory can recolvo at tho hands of congress now is tho passago of a law giving them representation in tho houso of reprosontatlves In tho form of a dologato to bo oloctpd by tho people of tho Torrltory.N Accordingly a ' been drafted providing for jn of a delogato, proscribing qualifications of votors nnd doslg- natu the tlmo and places for hold ing the erection. A memorial has been prepared reciting the necessity for representation in congress nnd setting forth the claims of tho Ter ritory from the standpoint of popu lation,- commercial development, etc. Every man from the Territory In the city has signed the memorial to congress thus putting himself on rec ord m favoring the legislation. Similar action has also been taken lu regard to the recording district bill, providing places fox the record ing of legal Instruments In the Ter ritory. It Is ddjubttull however, whether eithtr of these iills can be passed at this Bess Ion owing to the short time congress will remain here. It looks as though fnetloual bickering nnd praemsiliMttlon, which 1iav6 been In dulged In to such a pronounced ex tent, but which now, happily, teemed to have bum relegated to the bark- yard, will pievtuit action at this ses sion. If the unanimity of sentiment now existing continues, howevor, un til tho next session, both of these measures will find lodgment on tho federal statute books. The citizens of tho Chickasaw and Choctaw nations, as a result of the work dono by Moman Pruoltt of Pauls Valley and others, havo won a partial victory boforo tho houso com mltteo on Indian affairs In tho draft ing of tho Choctaw and Chickasaw supplomontnry agreement. Unfortunately, however, for the townslte people In the two nations, a controversy has arisen over tho vote In the oomtfitteo on the proposition to modlty section 54 so as to conform with existing law. Dy some it U claimed that the motion carried by a vote of five to four; others contend i that it was lost by a rote of four to five. The clerk of the committee hap pened to be absent when the vote was taken, and the minutes of the committee do not, therefore, dis close the actual vote. It has been decided, therefore, that the bill will be reported with the present provis ion In It, nnd that when It Is taken up for consideration by the house n statement will be mado and the question left to the members of the houso for decision. Mr. McMurray, attorney for the Choctaw and Chlcknsaws. has been making a vigorous fight to rotnln section 54 in the bill without any modlllcatlons. If he succeeds it will cost tho people of the new towns In the Choctaw and Chickasaw nations at lenst $5,000,000. M. Prueltt and other ropresentnttves of the Territo ry, realising the necessity of defeat ing the proposition on the floor of the house, have commenced nn active campaign. They are visiting each member and explaining to him personally the conditions existing, tho-discrimination which tho propos ed law makes betweon tho oldor and younger towns and the hardships It will Iroposo upon the people Whllo It Is difficult to predict what a legis lative body, composed of 37C mem bars, will do, tho chancos seam to be In favor of the ultimate adoption of an amendment which will apply the provisions of existing law to tho ap- praisemont and sale of nil town site property U the new towns. DioneS) The house committee on Indian af fairs has extended the time for which agricultural leases can be made In the Creek nation from three years, as at present, to five years. None of the existing leases In the Creek nation, made for more than one year, are confirmed or approved by the agreement. An effort was made by the representatives of the land com panles at Muskogee to secure the adoption of the provision confirming all existing leases In the Creek na tion. The unanimous opinion of the committee, however, was that is these leases had been made In vlu i lion oi oxisting law that congress should not condone the offense by legalizing thein.
