He snld: "I regard the proposed amendment to the state constitution, so as to re quire the payment of poll tax in or der to authorize the cltWens to vote so Just and necessary that I do nnt bjeet to making a. brief statement of my views on the subject. As t understand It the cltlsen pays a pol! tax tax as the price of the pro tection of his person and personal rights by the government, and he pays a property tax as 'bo urtce of piotcctlon of his property by the gov ernment. A failure to comply with the law by the payment of such u tnx Is a breach of his duty and bad faith to the government on which ha relies for pro tection and Is a dishonorable neglect of public duty. Ily such a course he Imposes on others the payment of his debt, by violating the law which requires him to pay his own debt, and Is ns inurli a moral wrongdoer ns If in any other way he had cheated sonv. other citizen out of what his poll tnx would be.
