ARKANSAS II Ifl A STRIP 12,000 MILES SQUARE, OR SEVEN MILLION ACRES. Claims That This Strip, Forty Miles Wide and 300 Miles Long Wa Taken From Her and Qlven to the Indians No Hope. Wnsliliffctoti, Feb. 0. Responsive to tiio instructions of the Arkansas leg islature, Representative Mcltse today Introduced a bill quite pertinent to the agitation In' the Indian and Oklahoma territories In the Interest of single statehood. The bill provides for the an nexation to the western boundary of Arkansas of a strip of land forty miles wide nnd some 300 miles long. In all about 12,000 square miles, or 7.000,000. Arkansas Jalms that the land In question belongs to her, nnd was Illegally taken from her nnd given to tho Indians. That tho land onco be longed to ArkhnsM there Is no ques tion, but tho legality of Its trnnsfor Is another matter. The act by which tho transfer wag mado ii an Interest ing chapter in the history of the state. Arkansas was organised nB a terri tory lu 1819. her boundaries at tho tlmo being the present boundaries of tho state. In 1SS-J, by act of congress,, the western boundary of the stato was oxtendod forty miles, thus ceding to the territory a strip of land forty miles wide and 300 miles long. In 1828 Secretary of War Jnmos Harbour, by a treaty with tho chiefs of the Cher okco nation, abolished tho boundary lino which had boon established by congress nnd gave this strip to tho Indians. This treaty was ratified by tho sonato, but caused an acrimonious dobato, tlio chief point raised being that congross hnd tho solo right to dispose of United States torrltoryand that tho secretory of war had no pow er under tho constitution to dlsposo by treaty of land which had already been dlsposod of by congross. Sona tor IlSnton of Missouri blttorly oppos ed tho ratification of tho treaty on the ground that It woe a flagrant violation of tho constitution of the United Stntos Senator Uenton wroto an interesting chapter on this transaction In his "Thirty. Years in tho Sonate." After denouncing tho troaty as, violative of tho rights of Arkansas and contrary to tho constitution, ho complains tluit (ho nmazlng featuro of the affair was that It was dona by Southorn sonatora. who at that tlmo woro nctivo ordinari ly In opposing ovory moasuro which Bought to limit tho area of tho slavo torrltorys Senator Calhoun waB presldont of the senate, at tho time. Secretary Harbour was a Southorn man, and ninetcon slavo sonatora voted for tho ratification of tho treaty, as against C, R. JONES & BRO. Thompson, Attorney, five slave senators who voted against It, thus transferrins; 12,000 square mile or slave territory to free territory. The Arkansas legislature in asking its senators and representatives to get this territory back wis forth that Ar kansas has for more than seventy ytnrs slept upon her rights, thus de priving her Pit lien of the use and ben efit Of 7,000.000 acres of valuable and ftuitt land; that the stato 1ms lost millions of dollars which would have bn collected In taxes, lost additional rprsMntatkm in congress and that it tlMrml before any action Is taken to wn making a state of the Indlnn Territory that this land be ceded bnok. Mr. Mcltae's bill looks to the reces sion of tnls strip of valuable land to M stale. Tho difficulty which seems to bo lu the way Is that while the treaty which took the land away from Arkansas may have been uneomrtltu- tlonnl, as Senator Denton clnlmed, when Arkansas was admitted In 1836. tho enabling act fixed the boundaries of the state in nccordnnco with the provisions of the Harbour treatv. thus n Offoct vnlfdatlne the nrnvli the fj-aaty itself. It I safe to say. however, that the itati'l of limitation has pt the Ar kansas claim to sleep, for at least at this, late day congress is not llkoly to glvo Arkansas nnythlng llko 7,000,000 acres of valuablo land In Indian Ter ritory. It Lies In the Czar-Like Power of the Speaker Who Can Refuse Any Representative Recognition on the Floor to Consider Dills. Spoclnl to the Ardmoretta. Washington, Feb. 9. Delegate Mar- ens Auretlits Smith of Atisonn, one of thb most brilliant men over sent to congress by any constituency, today says: "My peoplo Indignantly resent all of these offers of compromise on statehood. They plainly nnd emphat ically decline to bo admitted to tho union Siamese twinned with New Mexico. Nevertheless thero seoms to bo n determined disposition to compel ns to coma into the unlomln that manner. Wo people of tho terri tories are helpless In tho mntter." Senator Quay realizes one weak point lu his fight a weak point which nil others have overlooked. He will have a. majority In the sennto of the Flfty-olghth congross, and would not npprohond any troublo whatever on that score from an extra bosbIoii. Hut there 1b ono woalt point In tho ar mor of tho loader for tho omnibus bill. and ho ronlUos that moro keenly than do Ills opponents of statehood. Congressman Cannon of Illinois Is already solected for tho position of speaker of tho houso of roprosentn tlvos lu tho noxt congross. That Is to say a majority of Uio ropubllcnn mem bers of tho houso havo declared that thoy will support him. Consequently, whon tho noxt congross shall moot, whothor It bo In oxtra session or or Unary session. Mr. Cannon will bo oloctod speaker of that body.
