he will rottirn to tho Choctaw nation
and assist them in putting In farms.

tiio instructions of the Arkansas leg
islature, Representative Mcltse today
Introduced a bill quite pertinent to the
agitation In' the Indian and Oklahoma
territories In the Interest of single
statehood. The bill provides for the an
nexation to the western boundary of
Arkansas of a strip of land forty miles
wide nnd some 300 miles long. In all
about 12,000 square miles, or 7.000,000.

In question belongs to her, nnd was
Illegally taken from her nnd given to
tho Indians. That tho land onco be
longed to ArkhnsM there Is no ques
tion, but tho legality of Its trnnsfor
Is another matter. The act by which
tho transfer wag mado ii an Interest
ing chapter in the history of the state.
Arkansas was organised nB a terri
tory lu 1819. her boundaries at tho
tlmo being the present boundaries of
tho state. In 1SS-J, by act of congress,,
the western boundary of the stato
was oxtendod forty miles, thus ceding
to the territory a strip of land forty
miles wide and 300 miles long. In
1828 Secretary of War Jnmos Harbour,
by a treaty with tho chiefs of the Cher
okco nation, abolished tho boundary
lino which had boon established by
congress nnd gave this strip to tho
Indians. This treaty was ratified by
tho sonato, but caused an acrimonious
dobato, tlio chief point raised being
that congross hnd tho solo right to
dispose of United States torrltoryand
that tho secretory of war had no pow
er under tho constitution to dlsposo
by treaty of land which had already
been dlsposod of by congross. Sona

to tho constitution, ho complains tluit

treaty which took the land away from

when Arkansas was admitted In 1836.
