Ardmore, Friday, September 21, 1906. PROGRES OF CHINA ALL DECREES SHOW TREND TO WARD WESTERN IDEAS. More Than 5,000 Schools Established In One District 11,000 Chinese Students In Toklo Dlble Studied In Two Provinces. ShaiiKluil, Sept. IS. The Chinese have mmlo moro program in tho lust live years than any other nation on earth, not oxcoptlnt? Japan. China Iwh made a wider and more profound clmiiKO In Its whole attitude toward western civilization than has any other natlou. The latest proof that China's faco Is sot toward progress la found In the Imperial decree Issued last month promising a chmiKO of laws. While this decree does not promise a con stitution, as careless readers have In ferred, nevertheless It points In that direction. A more vital Indication of progress Is found In the recent Imperial de cree making some mastery of western learning a condition of future employ ment in the government service. This decree does not affect existing olllce holders and does not apply to candi dates for ofllce who have already completed tho proscribed course of Confucian learning and have received the first or second degrees. Hut the Hlcnlllcanee of tho decree Is found In tho fact that it prescribes tho Identi cal condition for future candidates for nlllco prescribed eight years ago by thu young emperor which led to tho ltoxer unrislng. 'It is slgnillcant tnai tired tho young empeor for his tho dowager empress, who then re tired the young emperor for his rail icallsm, now Issues In his name tho Identical decree which produced the revolution. A still more striking sign than this paper decree is found In the fact that Yuan Shih Kal, the most power ful viceroy of the empire, has nlready established more than 5,000 primary .and secondary schools in the Chili province in order to prepare tho young people of ills province for tho I'fiviirnniniit courses. 1 10 is ni- itv , O " ' tempting to Introduce western learn lug anil tho Kngllsh language into these schools as rapidly as possmie An indication pointing to the grow lug lnlluenco of Japan and China is found In tho fact that 11,000 Chinese students are now In Toklo to secure western learning. Tho Young .Men's Christian association in Shanghai has seen the significance of this move nient, and lias sent two American and three or four young Chinese Chris tlnns to Toklo to keep In touch with tliis group of Chinese students. Another sign of the times Is tho increase of the postolllces and the multiplication of newspapers, fapoc i.,iiv nlnni? llu eastern sldo of the II, .(J n.w.n empire. Tho postofllces have in creased from about 100 four years ago to somo 1.S00 today. In Tien Tsiu, four years ago, three newspa pers were published. Today twenty- three newspapers are published in that northern port. A few months ago an Imporlal do Issued exhorting parents not to bind tho feet of their daugh tors. On the dowager empress being lug Informed tho other day that the decree rotating to bound feet was huv lug no Influence among tho provincial authorities, another decree has been Issued saying that in tho future no nion will bo tauen Into the omplov nient of tho Chinese empire whoso wives or daugnters have their fee bound. A more striking Inaicntlon of th adoption of not only estern civil! zntiC'ii, but of Christianity, Is found in - the decree just iseud by Chang Chili Tung, oruorlng the New Testament to be introduced Into all the schools of lb,. Ilupoh anil Hunan province over whlca he rules 'I he decree state thai the permanence and high nuai It v ol Chinese civilization Ib due to A c c c Kvenif mercury and potash could cure Contagious Dlood Poison the :,." ,'i.. L'oison enters the blood the entire circulation becomes poisoned, ami 'ne loathsome symptoms begin to appear. The mouth and throat ulcerate, hair und eyebrows come out, gland? of the neck and groin" swell, copper-colored spots nppear on the body, and in severe cases sores and ulcers break out, and tven the bonc3 become diseased. S. S. Hook with instructions- for self treatment and medical advice free. THE SWIFT SPECIFIC CO., ATLANTA, GA, the fact that tho Confucian classics have been taught hi China for over L'.nno years. Tho viceroy admits, bow , over, that Western nntlcns hnve some I power which tho Chinese do not pos sess. He Is sure that this Is not dlie to any supM-Ion' ' the Westerners over tho Chinese, but to the fact that tho Wostirn nntlons hav- in their possession certain teachings which tuo Chinese have not yet mastered. lie thinks this superiority is duo to the Illble, and in order tu make tho ("hi lt one not only equal but superior ki their Western competitors, he orders the New Tofltament taught alongside the Confucian classics, among the 58 million people over whom he rules. IVrhaps the most striking indication of tho Chinese desire for western progress is found In the recent Impe rial decree attempting to establish the Christian Sabbath. The decree makes the Sabbath day a legal holiday. In a word, China Is today where Japan was thirty years ago; anil if Americans and foreigners respond to oiip of tho greatest oportunltles which ever confronted the Western nation's nd guide this groping empire Into modern liberty, modern education and modern Inventions, 137.000,000 human ings will emerge Into western civ ilization within n generation.
